La première tient aux liens étroits qu'entretiennent les déséquilibres monétaires (instabilité des taux de change, déséquilibres persistants des balances courantes, accumulation excessive de réserves, retournements brutaux des flux de capitaux) et les déséquilibres financiers (bulles spéculatives, emballement ou rationnement du crédit, crises bancaires, crises d'illiquidité...). Cela signifie que la réforme de la régulation financière doit nécessairement s'accompagner d'une réorganisation du système monétaire international afin que soient mis en place des mécanismes garantissant une provision coordonnée et suffisante de liquidité internationale et une meilleure adéquation des taux de change aux fondamentaux. La seconde raison tient à la nécessité d'adapter le SMI à une économie mondiale dont le centre de gravité s'est déplacé avec la montée en puissance des grands pays émergents tel que la Chine. Le SMI hégémonique centré sur le dollar ne convient plus à la multipolarité croissante de l'économie mondiale. La transition qu'il s'agit d'encourager est donc celle vers un SMI plus multipolaire.
