Book Synopsis New Weapons, Old Politics by : Thomas L. McNaugher
Download or read book New Weapons, Old Politics written by Thomas L. McNaugher and published by Brookings Institution Press. This book was released on 2011-10-01 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Americans spend more than $100 billion a year to buy weapons, but no one likes the process that brings these weapons into existence. The problem, McNaugher shows, is that the technical needs of engineers and military planners clash sharply with the political demands of Congress. McNaugher examines weapons procurement since World War II and shows how repeated efforts to improve weapons acquisition have instead increased the harmful intrusion of political pressures into that technical development and procurement process. Today's weapons are more complicated than their predecessors. So are the nation's military forces. The design of new systems and their integration into the force structure demand more care, time, and flexibility. Yet time and flexibility are precisely what political pressures remove from the acquisitions process. In a series of case studies and conceptual discussions, McNaugher tackles concerns at the heart of the debate about acquisition—the slow and heavily bureaucratic approach to development, the preference for ultimate weapons over well-organized and trained forces, and the counterproductive incentives facing the nation's defense firms. He calls for changes that run against the current fashion—less centralization or procurement, less haste in developing new weapons, and greater use of competition as a means of removing the development process from political oversight. Above all, McNaugher shows how the United States tries to buy research and development on the cheap, and how costly this has been. The nation can improve its acquisition process, he concludes, only when it recognizes the need to pay for the full exploration of new technology.

Download or read book Statistics, Testing, and Defense Acquisition written by National Research Council and published by National Academies Press. This book was released on 1998-05-08 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. This book examines the milestone process, as well as the DOD's entire approach to testing and evaluating defense systems. It brings to the topic of defense acquisition the application of scientific statistical principles and practices.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1990, the Dept. of Defense's (DoD) management of its major weapon acquisitions has been designated as a high-risk area; however, DoD's problems delivering weapon systems on time, at the estimated cost, in the planned amounts, and with the promised performance go back decades. This statement describes the poor outcomes on weapon system investments that make reform imperative; attributes of the requirements, funding, and acquisition processes that will need to change for reform to be effective; and positive steps that Congress and DoD have taken to improve weapon program outcomes. Book Synopsis British Weapons Acquisition Policy and the Futility of Reform by : Warren A. Chin
Download or read book British Weapons Acquisition Policy and the Futility of Reform written by Warren A. Chin and published by Routledge. This book was released on 2019-09-17 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2004. This incisive work reveals the causes of escalating costs and delays in British defence procurement from 1945 to the present. Tackling a complex subject in a straightforward and readable manner, it considers how successive British governments reacted to this problem, why they adopted the reforms they did and why these reforms failed to have any meaningful effect on the operation of this process. The study draws upon a number of disciplines such as economics, politics and science and engineering to provide a broad synthesis that allows the reader to understand the technicalities of the process. The conclusion reached is that there is no apparent solution to the problem of intergenerational costs of weapons, but that a key to controlling the growing cost of projects during their development lies in the construction of a more effective research and development strategy, a path followed by Margaret Thatcher's predecessors and one that is also being advocated today.

Book Synopsis Trillions for Military Technology by : J. Alic
Download or read book Trillions for Military Technology written by J. Alic and published by Springer. This book was released on 2007-09-03 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trillions for Military Technology explains why the weapons purchased by the U.S. Department of Defense cost so much, why it takes decades to get them into production even as innovation in the civilian economy becomes ever more frenetic, and why some of those weapons don't work very well despite expenditures of many billions of dollars. It also explains what do about these problems. The author argues that the internal politics of the armed services make weapons acquisition almost unmanageable. Solutions require empowering civilian officials and reforms that will bring choice of weapons "into the sunshine" of public debate.
Book Synopsis Chinese Military Reform in the Age of Xi Jinping: Drivers, Challenges, and Implications by : Joel Wuthnow
Download or read book Chinese Military Reform in the Age of Xi Jinping: Drivers, Challenges, and Implications written by Joel Wuthnow and published by Government Printing Office. This book was released on with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.
