Book excerpt: Like other transfer programs, a pay-as-you-go public pension system can significantly affect economic behavior and, hence, relative prices and macroeconomic aggregates. This paper illustrates some of these effects, which are important in weighing options for reforming public pensions, in the context of a stylized model of the Canadian economy. It shows that introducing such a system can reduce aggregate saving, income, and wages and increase interest rates. It also shows that a significant part of the distortion can occur because benefits are not explicitly linked to contributions and that creating a linkage can reduce the distortions associated with the wage tax that funds plan contributions.

This book was released on 2021-03-05 with total page 481 pages. Available in PDF, EPUB and Kindle. Book excerpt: This ninth phase of the International Social Security project, which studies the experiences of twelve developed countries, examines the effects of public pension reform on employment at older ages. In the past two decades, men’s labor force participation at older ages has increased, reversing a long-term pattern of decline; participation rates for older women have increased dramatically as well. While better health, more education, and changes in labor-supply behavior of married couples may have affected this trend, these factors alone cannot explain the magnitude of the employment increase or its large variation across countries. The studies in this volume explore how financial incentives to work at older ages have evolved as a result of public pension reforms since 1980 and how these changes have affected retirement behavior. Utilizing a common template to analyze the developments across countries, the findings suggest that social security reforms have strengthened the financial returns to working at older ages and that these enhanced financial incentives have contributed to the rise in late-life employment.

The second part contains that NACA brief, which presents recommendations for reform under those five principles: continuing protection for low income seniors; full indexation of pension benefits; provision of benefits on the basis of family income, and ensuring equity between one- and two-income senior couples as well as fairness to women; progressivity of benefits by income level; and control of program costs. Book excerpt: From the Introduction: The purpose of this paper is to provide a critical perspective on the scope and limitations of the present retirement income system in Canada and a commentary on the alternative proposals for reform. First, we outline the evolution and development of public policy in this area, the main components of the present system and its major limitations, and the nature of growing pressures for change. We then review the alternative reform proposals suggested by the federal Task Force. A comparative summary outline of the recommendations of other pension studies, and the general conclusions of the Ontario Royal Commission Report, are presented in the appendix. Finally we summarise the significant issues in pension discussions and the possible reform strategies.

Download or read book Pensions Under Attack written by Monica Townson and published by James Lorimer & Company. This book was released on 2001-02-07 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada's aging population has raised cries of alarm from some quarters. Critics warn of a demographic time bomb waiting to explode and an age war over pensions as the baby boom generation starts to retire in the next decade. They say the answer is to get rid of public pension programs like the Canada Pension Plan and force people to contribute to their own personal savings plans instead. Will this spell disaster for the elderly, or is it a bold new idea for coping with rising costs? Monica Townson, a prominent independent economist, discusses the forces behind the push to privatize public pensions and looks at the likely impact of privatization on the financial security of futre seniors. She describes how Chile, under the Pinochet dictatorship, replaced its public pension plan with a forced savings scheme and became the darling of right-wing governments around the world, and how Britain, under Margaret Thatcher, introduced opting out of public pensions and triggered a major scandal involving some of the big names in the insurance industry. As the debate about pivatization heats up the new millennium, Pensions Under Attack provides the information needed to question the hidded agenda behind the current push to privatize public pensions. It will be a timely contribution to a discussion whose outcome affects the personal financial security of every Canadian.
