With roughly one to two million people expected to leave welfare in the coming decades, uncertainty about their long-term prospects troubles many social scientists. Finding Jobs offers a thorough examination of the low-skill labor market and its capacity to sustain this rising tide of workers, many of whom are single mothers with limited education. Each chapter examines specific trends in the labor market to ask such questions as: How secure are these low-skill jobs, particularly in the event of a recession? What can these workers expect in terms of wage growth and career advancement opportunities? How will a surge in the workforce affect opportunities for those already employed in low-skill jobs? Finding Jobs offers both good and bad news about work and welfare reform. Although the research presented in this book demonstrates that it is possible to find jobs for people who have traditionally relied on public assistance, it also offers cautionary evidence that today's strong economy may mask enduring underlying problems. Finding Jobs shows that the low-wage labor market is particularly vulnerable to economic downswings and that lower skilled workers enjoy less job stability. Several chapters illustrate why financial incentives, such as the Earned Income Tax Credit (EITC), are as essential to encouraging workforce participation as job search programs. Placing the problem of workplace safety in historical context, Kraft focuses on five catastrophes that shocked the nation in the half century after World War II, a time when service-oriented industries became the nation's leading engines of job growth. Many hardworking women are no better off for having returned to the workplace. In Doing Without, Jane Henrici brings together nine contributions to tell the story of welfare reform from inside the lives of the women who live with it. Cases from Chicago and Boston are combined with a focus on San Antonio from one of the largest multi-city investigations on welfare reform ever undertaken. The contributors argue that the employment opportunities available to poorer women, particularly single mothers and ethnic minorities, are insufficient to lift their families out of poverty. Typically marked by variable hours, inadequate wages, and short-term assignments, both employment and training programs fail to provide stability or the kinds of benefitsÑsuch as health insurance, sick days, and childcare optionsÑthat are necessary to sustain both work and family life. The chapters also examine the challenges that the women who seek assistance, and those who work in public and private agencies to provide it, together must face as they navigate ever-changing requirements and regulations, decipher alterations in Medicaid, and apply for training and education. In the aftermath of the Great Recession a number of countries have approved measures on the wage bill as part of fiscal consolidation efforts. These recent episodes are compared to past cases implemented in advanced economies over the period 1979–2009. Findings suggest that public wage bill consolidation episodes pre and post 2009 are similar in many respects. Moreover, typically countries that were able to achieve more sustained reductions in the wage bill have implemented to larger extent structural measures, and/or these measures were accompanied with substantial social dialogue and consensus.

It uses a comprehensive cross-country firm-level dataset covering both advanced and emerging market economies over the period 2003-2014. In line with previous studies, it finds that structural reforms have in general a positive impact on output and employment in the medium term. Furthermore, the paper also assesses whether the impact of structural reforms varies with firm-specific characteristics, such as size, leverage, profitability, and sector. We find evidence that firm characteristics do influence the effectiveness of structural reforms. These findings have relevant policy implications as they help policymakers tailor the design of structural reforms to maximize their payoffs, taking into account their heterogeneous impact on firms.

Reforming Severance Pay: An International Perspective fills the knowledge gap in evaluating the international experience by providing a collection of worldwide overviews and labor market impact assessments, theoretical analyses, and country case studies. The authors summarize the performance of existing severance pay arrangements around the world and discuss recent innovative severance pay reforms in Austria, Chile, and the Republic of Korea. Reforming Severance Pay proposes policy directions based on country characteristics such as folding severance pay of higher income countries into existing social insurance programs and making severance pay a contractual affair between market partners to live up to the efficiency-enhancing device in a knowledge-based economy. Book excerpt: In 1996, Democratic president Bill Clinton and the Republican-controlled Congress "ended welfare as we know it" and trumpeted "workfare" as a dramatic break from the past. But, in fact, workfare was not new. Jennifer Mittelstadt locates the roots of the 1996 welfare reform many decades in the past, arguing that women, work, and welfare were intertwined concerns of the liberal welfare state beginning just after World War II. Mittelstadt examines the dramatic reform of Aid to Dependent Children (ADC) from the 1940s through the 1960s, demonstrating that in this often misunderstood period, national policy makers did not overlook issues of poverty, race, and women's role in society. Liberals' public debates and disagreements over welfare, however, caused unintended consequences, she argues, including a shift toward conservatism. Rather than leaving ADC as an income support program for needy mothers, reformers recast it as a social services program aimed at "rehabilitating" women from "dependence" on welfare to "independence," largely by encouraging them to work. Mittelstadt reconstructs the ideology, implementation, and consequences of rehabilitation, probing beneath its surface to reveal gendered and racialized assumptions about the welfare poor and broader societal concerns about poverty, race, family structure, and women's employment.

Book excerpt: As is widely known, the state of Georgia transformed its civil service system in the mid-1990s. A new performance management and pay-for-performance plan was put into place, and authority for personnel policy was significantly decentralized, but perhaps most notably, all employees hired or promoted after July 1, 1996, were placed in the state's unclassified service where they were required to serve on an at-will basis. In stark contrast, state workers hired into their positions earlier continued to enjoy an array of job protections and appeals rights as members of the traditional classified service. This article seeks to understand the impact of such dramatic public service reform on the attitudes of employees. A survey of unclassified (at-will) and classified employees conducted four years after the reforms revealed generally negative views toward the array of changes in the state's personnel policies, but interestingly, unclassified employees were significantly less negative about the full range of reforms than their classified co-workers, even when differences in age, tenure, and other factors were held constant.
