Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from On the Government of the Territories: The Constitutional Power of the General Government and the People in the Federal Territories Another claim for this power of intervention has been set up through the medium of the Judicial Tribunals. It. Is said that the Supreme Court, in the Dred Scott case, having declared slaves to be property, (a proposition never denied by a lawyer, ) the Constitution protects property in the Territories. Grant it; but the Constitution does not create property, nor determine what property is. Nor does the Constitution extend more protection to property in the Territories than in the States. If, then, the right of property enables, by virtue of the Constitution, a mas ter to carry his slave into a Territory and be protected against the local law, it equally enables him to carry such slave into a State, and be protected there against the local Constitution or laws of the State; for the Federal Constitution is the Supreme law of the land, and the Judges in every State shall be bound thereby, anything in the Constitution or laws of any State to the contrary notwithstanding. If the Constitution then enables Congress to protect slaves when carried into a Territory because they are property, it equally enables that body, for the same reason, to protect them when carried into any State. The pro perty in the slave is the creature of some law or legal recogni tion of the State from which he came, and if this property is pro tected against the local law of prohibition in one place it must be in another: or else the Constitution has greater force in one part of the land over which it is the supreme law than in another. But the inference drawn from the Dred Scott case is not justified by the case itself, and it need be referred to no further. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A General Outline of Civil Government: In the United States, the States, Counties, Townships, Cities, and Towns It is the aim of this little book to bring the subject of Civil Government within the reach of that large class of students who desire to complete their school-work in the shortest time possible. There are many good text-books on the subject which require from two to three terms to complete; but the press of other important studies is so great that it is better to have a treatise which may be completed in a single term with perhaps but two recitations a week. In making a book of this kind, the purpose has been to secure the greatest brevity with the least loss of the qualities of a good text-book. Much of the comment on different institutions is left to the teacher, who will know best how to economize time as the case of his class requires. The frequent mention of books for a further study of the subject will be of help to teachers. The object in teaching is to get the student to do, and do well, the work in hand. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from National Municipal Review, Vol. 15 A Recognition. - Hon. W. D. Foulke, a former president of the National Municipal League and a staunch member, was given a community dinner by the Richmond, Indiana, Rotary Club on the occasion of his seventy-seventh birthday. Mr. C. R. Woodruff represented the National Municipal League and spoke briefly on the helpful service Mr. Foulke has always given the League. University Professors Appointed to City Planning Commission. - Professors F. G. Bates and D. A. Rothrock of Indiana University have been appointed to the city planning commission by the mayor of Bloomington. It is a pleasure to note this frank recognition of the need of those who have specialized in theories of government as applied to municipal activities. National Municipal League Series of Monographs. - The second book in this series, "Depreciation in Public Utilities," by Delos F. Wilcox will be ready for distribution January 1. Mr. Wilcox, a public utility expert well known to readers of the Review, discusses in this monograph the causes of confusion in measuring depreciation, the most disputed factor in rate making, and proposes a reasonable theory of accrued depreciation, while the last part of the book is given over to illustrations of street railway practice in measuring depreciation. The price of the book is $2.00; orders may be placed now for early delivery. The demand for the first book in this series, namely, "Municipal Budgets and Budget Making," by A. E.Buck, still continues. Orders for it have come from Canada, France, India, Italy, Sweden, England, South Africa and Holland as well as from all sections of U. S. A. Pittsburgh Addresses on Regional Planning and Regional Government. - The addresses delivered by Mr. Thomas Adams (on regional planning) and by Professor T. H. Reed (on regional government) will be published in the February issue of the National Municipal Review. It is regrettable that stenographic notes of these addresses were unavoidably delayed and therefore the addresses could not be included in the January Review. Pittsburgh Addresses on Getting Results in City Planning and Zoning and Financing Improvements Within the Region. - Mr. H. Bartholomew's address on "Getting Results in City Planning and Zoning" and Mr. Lawson Purdy's address on "Financing Improvements Within the Region" are both being printed in pamphlet form by the American Civic Association. Copies may be secured by addressing that organization in Washington. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Government of the State and Nation: A Manual for the School and the Home The authors urge that the teacher call the parents into cont stant cooperation in the study of the different topics, provoking their free discussion day by day in the homes, and making the members of each household realize the vital relationship which each bears to the government whose blessings he enjoys. They believe that such a course will help the parents and children to understand each other better; and that the wiser and more sympathetic government of the home which will result, will have a most wholesome and far-reaching effect upon the problems of local, State, and National Government. Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." Book excerpt: This ambitious undertaking is designed to acquaint students, teachers, and researchers with reference sources in any branch of English studies, which Marcuse defines as "all those subjects and lines of critical and scholarly inquiry presently pursued by members of university departments of English language and literature.'' Within each of 24 major sections, Marcuse lists and annotates bibliographies, guides, reviews of research, encyclopedias, dictionaries, journals, and reference histories. The annotations and various indexes are models of clarity and usefulness, and cross references are liberally supplied where appropriate. Although cost-conscious librarians will probably consider the several other excellent literary bibliographies in print, such as James L. Harner's Literary Research Guide (Modern Language Assn. of America, 1989), larger academic libraries will want Marcuse's volume.-- Jack Bales, Mary Washington Coll.
