Available in PDF, EPUB and Kindle. Book excerpt: The Bureau, precursor to Statistics Canada, was founded in 1918 as a centralized national agency to replace piecemeal arrangements which had developed over time and no longer satisfied statistical needs. The author (who is a retired assistant chief statistician of Canada) traces its evolution and looks at the individuals who influenced it. He discusses how Canada's statistical system has coped with the country's evolution from a staple economy to a mature industrial power; the changing nature of the technology for gathering, compiling, analyzing, and disseminating information; and some notable Canadian contributions to the science and production of statistics. Available in PDF, EPUB and Kindle. Book excerpt: Canada is the only OECD country that has universal, comprehensive public hospital and medical insurance but lacks equivalent pharmaceutical coverage. In Ideas and the Pace of Change, Katherine Boothe explains the reasons for this unique situation. Using archival, interview, and polling data, Boothe compares the policy histories of Canada, the United Kingdom, and Australia in order to understand why Canada followed a different path on pharmaceutical insurance. Boothe argues that pace matters in policy change. Quick, radical change requires centralized political institutions, an elite consensus, and an engaged, attentive electorate. Without these prerequisites, states are far more likely to take a slower, incremental approach. But while rapid policy change reinforces the new consensus, incremental progress strengthens the status quo, letting development stall and raising the bar for achieving change. An important contribution to the study of comparative political economy, Ideas and the Pace of Change should be required reading for anyone seeking to understand why health care reforms succeed or fail.

This book was released on 2004-01-15 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: The years between the end of World War II and the mid-1960s have usually been viewed as an era of political and social consensus made possible by widely diffused prosperity, creeping Americanization and fears of radical subversion, and a dominant culture challenged periodically by the claims of marginal groups. By exploring what were actually the mainstream ideologies and cultural practices of the period, the authors argue that the postwar consensus was itself a precarious cultural ideal that was characterized by internal tensions and, while containing elements of conservatism, reflected considerable diversity in the way in which citizenship identities were defined. Contributors include Denyse Baillargeon (Université de Montréal), P.E. Bryden (Mount Allison University), Nancy Christie, Michael Gauvreau, Karine Hebert (Carleton University), Len Kuffert (Carleton University), and Peter S. McInnis (St Francis Xavier University).

Available in PDF, EPUB and Kindle. Book excerpt: One Hundred Years of Social Work is the first comprehensive history of social work as a profession in English Canada. Organized chronologically, it provides a critical and compelling look at the internal struggles and debates in the social work profession over the course of a century and investigates the responses of social workers to several important events. A central theme in the book is the long-standing struggle of the professional association (the Canadian Association of Social Workers) and individual social workers to reconcile advancement of professional status with the promotion social action. The book chronicles the early history of the secularization and professionalization of social work and examines social workers roles during both world wars, the Depression, and in the era of postwar reconstruction. It includes sections on civil defence, the Cold War, unionization, social work education, regulation of the profession, and other key developments up to the end of the twentieth century. Drawing on extensive archival research as well as personal interviews and secondary literature, the authors provide strong academic evidence of a profession that has endured many important changes and continues to advocate for a just society and a responsive social welfare state. One Hundred Years of Social Work will be of interest to social workers, social work students and educators, social historians, professional associations and anyone interested in understanding the complex nature of people and institutions.

Available in PDF, EPUB and Kindle. Book excerpt: W.A. Mackintosh (1895-1970) was an exemplary public intellectual and a modest person of rare abilities. In the first biography of this influential economist, Hugh Grant addresses how Mackintosh's commitment to public service and to the principles of reason and tolerance shaped his contribution to economic scholarship, government policy, and university governance. In the 1920s and '30s, Mackintosh emerged as the country's leading economist. His most notable contribution was through his "co-discovery" with Harold Innis of the staple thesis of Canadian economic development, which informed research in the field for a generation. During the Second World War Mackintosh joined the Department of Finance, where he played a central role in the successful management of the wartime economy and in Canada's adoption of Keynesian economic policy. As the author of the federal government's 1945 White Paper, Mackintosh laid out the broad strokes of Canada's adherence to Keynesianism in the post-war period. After his return to Queen's, Mackintosh would become the university's fifteenth principal and guide the institution as it prepared for the transformation of Canadian universities. A remarkable man who had a profound influence on the development of modern Canada, this definitive biography restores the record on his important contributions to Canadian economic thought and national and international finance.
