First, however, before going into any detail, we shall briefly sketch the background, quoting Daniel Bodansky: 'Each year, mankind injects approximately six billion tons of carbon into the atmosphere from the burning of fossil fuels, as well as a substantial (although still uncertain) amount from deforestation. Since the advent of the industrial revolution, atmospheric concentrations of carbon dioxide have risen by more than twenty five percent, from 280 to more than 350 parts per million. Scientists estimate that if current patterns of emissions continue unchecked, the increasing concentrations of carbon dioxide, together with parallel increases in other trace gases such as methane and nitrous oxide, will cause an average global warming in the range of 0. 2 to 0. 5 °C per decade, or 2 to 5 oc by the end of the next century. Such a temperature rise, more rapid than at any time in human history, could have severe effects on coastal areas, agriculture, forests 1 and human health. ' In recent years there has been growing awareness of the extent of the damage done to the world's environment through unsustainable patterns of development.

Industrialised nations are not immune to global warming - cases of encephalitis, a disease trans mitted by mosquitoes, were reported in the State of New York. In Antarctica, an iceberg seven times the size of Manhattan island broke loose and floated towards Cape Horn. The melting of Arctic glaciers also continues - huge volumes of fresh-water will disrupt the warm conveyor-belt from Central America to Europe. The net effect of convergent glacial drifts from the polar regions to the equator is expected to inten sify cloud formation in the tropics - hence exacerbating global warming. It is now up to civilisation to challenge climate change. It can achieve this by command and control as well as flexible mechanisms at home and abroad, before the process of global warming becomes totally irreversible.

The authors discuss the problems that will be addressed by forthcoming negotiation rounds and propose practical solutions for the CDM including baseline-setting, institutional structure and credit sharing. Some technologies, such as hybrid cars and compact fluorescent lighting, are now market realities.Common to all of these initiatives is that they operate in an environment of high complexity and uncertainty. The political implementation of the Kyoto Protocol remains uncertain and many details remain unspecified. Economic instruments such as emission trading are favoured, but their mechanisms are still hotly debated and the future price of credits is unknown. New markets for low-emission products and technologies are beginning to appear, but there are currently few regulatory drivers to assist their development. The impact of potential regulation on business will vary tremendously between companies and sectors. The fossil fuel and energy sectors fear the economics of action, while sectors such as insurance and agriculture fear the economics of inaction. Combined with the remaining uncertainties about what form climate change may take, corporate responses to reduce risks have to differentiate between sectors and have to be flexible. Some small island states in the South Pacific are worried by the forecast increase of the sea level above their living space. Again others see in the warming of the terrestrial atmosphere only one of the regularly returning climate variations and no reason for concern. Hence, it is even more astonishing that one has succeeded in spite of these opinion differences in bringing this discourse in Kyoto to a result and in negotiating a protocol, which supports the process. The result of the discussion was in 1997 the Kyoto Protocol, which is to be seen till the present as a milestone in international climate policy. For a long time it was uncertain, whether it one day will come into effect - however, it has: The Kyoto Protocol obliged from the 16th February, 2005 after many years tough negotiations, more than 30 industrial states under international law to reduce their greenhouse gas emissions. Concerning this event, the following questions arise: what does the Kyoto Protocol signify? What does it contain and how effective can it really be? The present work looks at these questions. Firstly, the natural and the anthropogenic greenhouse effect and the following predictions should be shown as bases to make clear the necessity of active climate protection policy. Afterwards the Kyoto Protocol is explained in its climate-political connections, contents and instruments and, in the end, benefits and critical points will be shown. In my opinion, criticism is necessary to allow a comprising assessment of the protocol. Finally, it must be emphasized that with the given time a complete representation of such a complicated subject area will not be possible. Therefore, I will explain the most important issues and give a general overview rather than go into details in order to treat the subject as the whole.
