I am writing this book to provide a good overview of the program as well as to share some of the cost-cutting compliance strategies I have developed and deploy with my clients. From 2013 onwards, the Carbon Cap and Trade has added millions of dollars of cost to the many facilities located in California and Quebec that emit more than 25,000 tons of CO2e per year. The rules are complex and change almost yearly. Environmental professionals at these facilities already had a full-time job complying with all the other existing environmental regulations for their facilities before these carbon cap and trade programs were thrust upon them. Now they must also deal with coming to understand more than 400 pages of regulation in California and 117 pages in Quebec. This is a daunting task, to say the least. Mildenberger introduces the concept of double representation—when carbon polluters enjoy political representation on both the left (through industrial unions fearful of job loss) and the right (through industrial business associations fighting policy costs)—and argues that different climate policy approaches can be explained by the interaction of climate policy preferences and domestic institutions. He illustrates his theory with detailed histories of climate politics in Norway, the United States, and Australia, along with briefer discussions of policies in in Germany, Japan, the United Kingdom, and Canada. He shows that Norway systematically shielded politically connected industrial polluters from costs beginning with its pioneering carbon tax; the United States, after the failure of carbon reduction legislation, finally acted on climate reform through a series of Obama administration executive actions; and Australia's Labor and Green parties enacted an emissions trading scheme, which was subsequently repealed by a conservative Liberal party government. This should be supported by cancelling 'new entrant reserve' allowances and auctioning as many allowances as possible, rather than giving them away for free (with the revenues possibly hypothecated to climate change measures). The Government should explore the possible use of a carbon tax. It should also encourage more use of allowance auctions with reserve prices, more use of incentives for low-carbon power generation and emissions performance standards for electricity generation. The emphasis should also be on harmonising the approach internationally, and on extending effective emissions trading systems. The Committee lists 19 conclusions and recommendations.

Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment.
