Available in PDF, EPUB and Kindle. Book excerpt: Fiscal policy is a key tool for achieving distributional objectives in advanced economies. This paper embeds the discussion of fiscal redistribution within the standard social welfare framework, which lends itself to a transparent and practical evaluation of the extent and determinants of fiscal redistribution. Differences in fiscal redistribution are decomposed into differences in the magnitude of transfers (fiscal effort) and in the progressivity of transfers (fiscal progressivity). Fiscal progressivity is further decomposed into differences in the distribution of transfers across income groups (targeting performance) and in the social welfare returns to targeting due to varying initial levels of income inequality (targeting returns). This decomposition provides a clear distinction between the concepts of progressivity and targeting, and clarifies the relationship between them. For illustrative purposes, the framework is applied to data for 28 EU countries to determine the factors explaining differences in their fiscal redistribution and to discuss patterns in fiscal redistribution highlighted in the literature.

Available in PDF, EPUB and Kindle. Book excerpt: Federalism and Social Policy focuses on the crucial question: Is a strong and egalitarian welfare state compatible with federalism? In this carefully curated collection, Scott L. Greer, Heather Elliott, and the contributors explore the relationship between decentralization and the welfare state to determine whether or not decentralization has negative consequences for welfare. The contributors examine a variety of federal countries, including Spain, Canada, and the United Kingdom, asking four key questions related to decentralization: (1) Are there regional welfare states (such as Scotland, Minnesota, etc.)? (2) How much variation is there in the structures of federal welfare states? (3) Is federalism bad for welfare? (4) Does austerity recentralize or decentralize welfare states? By focusing on money and policy instead of law and constitutional politics, the volume shows that federalism shapes regional governments and policies even when decentralization exists.

Book excerpt: This book situates ethnic heterogeneity in the larger discussion of the welfare state and its redistributive outcomes, poverty and inequality. By using comprehensive, longitudinal data covering 1980 to 2010 from 17 high income countries, this analysis helps achieve a major milestone in comparative welfare state research both conceptually and methodologically. Conceptually, it elevates the relevance of growing ethnic heterogeneity in thinking about how politics and economics of the welfare state operate, collectively impacting the magnitudes of poverty and inequality. Methodologically, the analysis conducted in this book provides broader empirical tests for the many propositions and discourses found in the literature based largely on anecdotal evidence, case studies, and unjustifiably limited quantitative data. The innovative oeprationalization of the multidimensional character of both welfare state policies and ethnic heterogeneity help broaden the analytical frameworks of comparative welfare state research. The outcome is a major advance in the way we understand the causes and redistributive consequences of the welfare state, in which ethno-racial, religious, and especially immigration heterogeneity can play a crucial role. A thorough and insightful analysis presented in this book helps students, researchers, and policymakers better understand the ethnic heterogeneity connections of the welfare state and redistribution, together with a comparative perspective of the changing faces of ethnic heterogeneity, welfare state policies, and poverty and inequality in high income countries.

Available in PDF, EPUB and Kindle. Book excerpt: While income redistribution is one of the most important functions of modern governments, the world has changed greatly since this first edition of Economics of Income Redistribution was published in 1983. Pension systems and medical programs are in a state of crisis in many parts of the world and the general political mood is shifting away from income redistribution. Economics of Income Redistribution (2nd edition) brings this work up to date by discussing the economic and political aspects of income redistribution. It examines the classical moral objective of redistribution to assist the poor, as well as income transfer for pensions, education and intra-family gift giving.

Book excerpt: Child poverty and the well-being of children is an important policy issue throughout the industrialised world. Some 47 million children in 'rich' countries live in families so poor that their health and well-being are at risk. The main themes addressed are: · the extent and trend of child poverty in industrialised nations; · outcomes for children - for example, the relationship between childhood experiences and children's health; · country studies and emerging issues; · child and family policies. All the contributions underline the urgent need for a comprehensive policy to reduce child poverty rates and to improve the well-being of children. Findings are clearly presented and key focus points identified for policy makers to consider.

This book was released on 2020-06-26 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a growing debate on the relative merits of universal and targeted social assistance transfers in achieving income redistribution objectives. While the benefits of targeting are clear, i.e., a larger poverty impact for a given transfer budget or lower fiscal cost for a given poverty impact, in practice targeting also comes with various costs, including incentive, administrative, social and political costs. The appropriate balance between targeted and universal transfers will therefore depend on how countries decide to trade-off these costs and benefits as well as on the potential for redistribution through taxes. This paper discusses the trade-offs that arise in different country contexts and the potential for strengthening fiscal redistribution in advanced and developing countries, including through expanding transfer coverage and progressive tax financing.
