Book excerpt: Today, a substantial portion of higher education is provided outside of the traditional universities in non-university institutions with a multitude of varied characteristics. In recent decades, higher education systems have been subjected to many changes and reforms throughout the world. One of the most important was undoubtedly the expansion of higher education in the second half of the last century from an elite system to one for the masses. While institutions of higher learning have been in existence for approximately 1,000 years, this exponential growth has been much more recent. This movement toward mass higher education has created substantial national impacts on the development of the systems of higher education. While common denominators of change and adaptation can be identified globally, there remain important differences from country to country. There are many factors challenging higher education today and in the foreseeable future. In one form or another, these issues and trends can be seen in higher education systems throughout the world. They include chronic underfunding, marketisation and competition, alternative providers, massification, internationalisation, governance, leadership, strategic management, accountability, accreditation, and social relevance. Another key factor for many countries, especially in Europe, and the focus of this book, is the current and future status of the higher education systems that differentiate the university and non-university sectors.

Book excerpt: This book aims to deepen the discussion about the goals envisioned, the roles undertaken and constraints found in higher education institutions both in Europe and Latin America in current times. This book addresses the controversies and challenges regarding globalising ideologies, policies, and practices at place. It questions leading concepts, epistemological axioms and sweeping transnational policies which are shaking core principles, traditional routines and local commitments of European and Latin American higher education institutions. It focuses on the motivations and consequences of transnational networking in academic life, on the impacts of the Bologna process, both its vision and implementation in higher education in Europe and its exportation to Latin America. This book also examines the defi nitions, translations and implications of concepts such as equality and difference, equity and solidarity, governance and citizenship and their signifi cance in organizational, geographical and global contexts of contemporary higher education both in Europe and Latin America.

This book was released on 2011 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is an urgent need to address the social dimension of higher education more forcefully and coherently, particularly in view of the economic downturn across Europe. This is the conclusion of the new Eurydice report, which looks at national policies on access to higher education, funding and student support. The report, covering eu Member States, plus Iceland, Liechtenstein, Norway and Turkey, suggests that countries are struggling to adapt their higher education systems to meet the challenges brought about by rapid societal change in recent years. In particular, they need to open up opportunities for more people to benefit from higher education, matching this objective with coherent measures, funding and monitoring to evaluate their impact. European leaders have agreed a headline target that 40% of 30-34 year olds should have a higher education qualification by 2020--an increase from just over 33% today. The study focuses on three key topics: policies to widen participation in higher education; funding trends; and the impact of student fee and support systems. It reveals that approaches to meet shared European objectives vary greatly between countries and have different impacts on the performance of higher education. For example, there seems to be an East-West divide regarding routes to higher education for non-traditional candidates such as adult learners and people entering university on the basis of skills gained in the workplace rather than school qualifications. The report highlights changes in higher education spending in response to the crisis. Over the past academic year (2010/11 compared to 2009/10) budgets were most increased in Lithuania, Liechtenstein, Austria, France, Finland and Malta, while the deepest cuts were made in Greece, Ireland, Iceland, (8-10% decrease), as well as in Spain, Italy, the Czech Republic and Slovakia (up to 3% decrease). A glossary is included. Individual chapters contain footnotes. (Contains 26 figures.).

Available in PDF, EPUB and Kindle. Book excerpt: The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. This volume seeks to enhance academic and policy-maker understanding of Europe’s evolving higher education system as it emerges as a cornerstone of the contemporary knowledge society.

Book excerpt: This book offers a collection of chapters on key consequences, challenges and strategies in the new economic environment that was shaped after the 2008 economic crisis in southern Europe (Portugal, Spain, Italy, Greece and Cyprus) and Ireland in higher education (HE). The content covers issues such as the loss of human capital and competitiveness in HE institutes at the national level, the collapse of research and innovation, the brain gain on behalf of the receiving countries, and the need for new national and EU policies regarding the migration/loss of highly qualified staff. This book aims to be an international platform to bring together academics, researchers, lecturers, decision makers, policy makers, and practitioners to share new theories, research findings, and case studies; to enhance understanding and collaboration in issues related to the brain drain/brain gain phenomena within the EU from a higher education management perspective. The book also focuses on the mistakes and misjudgements regarding the real dimensions of the problem on the national and European (EU) levels. The motivation behind writing this book stems from the fact that there is a paucity of research in the field. Thus, this book provides a single reference for brain drain in HE for the Southern European countries and Ireland. Readers will find up-to-date and well researched information related to the effects of the brain drain phenomenon. The book covers the most important and common issues concerning this current and topical area of research as well as the current trends and future developments, such as the impact of Brexit in the European HE system.

Book excerpt: Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO. The conference brought the voices of researchers into international-level policy making in higher education. The results of the conference are presented in this book. Until now, empirical evidence supporting policies and reforms in higher education has often been a matter of local or regional focus. The development of a pan-European process in higher education policy drives a need to explore wider research topics on which to base policies. This book offers an unprecedented opportunity for higher education researchers to interact and contribute to the political process shaping the European Higher Education Area (EHEA), and to national policy agendas in more than 100 participant countries for the 2012 ministerial events. The book collects more than 50 articles focusing on vital issues in European higher education. These are arranged in sections addressing the European Higher Education Area (EHEA) Principles; Teaching and Learning; Quality Assurance; Mobility; Higher Education Governance in the EHEA; Funding of Higher Education; Diversification of Higher Education Missions; Higher Education Futures and Foresight.
