As the Army transitions to a Future Combat System (FCS) equipped force, the possibilities for operational maneuver by armored forces can grow exponentially. A lighter force possessing the same lethality of the Army's current heavy force can provide numerous options to support operational maneuver. The purpose of this monograph is to prove the Army can redefine operational maneuver with the FCS and support of the Joint Force. As we look forward on the ability of the FCS to redefine operational maneuver there are examples throughout history which display how major changes in warfare where developed through new and innovative applications of the technology available. The primacy of maneuver over firepower was established at the beginning of World War II. In order for the FCS to redefine operational maneuver the Army must be successful in the Joint Fight. Failure to dominate in this area will prevent the setting of the conditions that allow the FCS a tactical system to have operational and strategic success. The author proposes the formation of a new force known as the Air Ground Expeditionary Force (AGEF) which will provide Combatant Commanders with an air and ground capability for operations in their respective area of operations. This force will establish habitual relationships between AEF's and UA's identified as early deploying units.

While upgrading current equipment to meet Current Force needs, we are also modernizing the Army to deal with the complex and challenging future. A strong team from government and industry, including Soldiers from the 5th Brigade, 1st Armored Division, Army Evaluation Task Force (AETF), at Fort Bliss, TX, are delivering FCS today. The AETF recently completed new equipment training and began evaluating the first set of FCS spin out (SO) capabilities. As MG Charles A. Cartwright, Program Manager (PM) Future Combat Systems (Brigade Combat Team) FCS(BCT), so accurately stated, "The days of Microsoft PowerPoint slides are over." Since entering the System Development and Demonstration phase at Milestone B in May 2003, the FCS program progressed rapidly and evolved in numerous ways. FCS increased from 14 to 18 systems at one point, but returned to 14 systems with the 2008 budget submission. The fielding tempo also changed, especially with the July 2004 addition of SOs for selected technologies across the force beyond the FCS(BCT). We accelerated selected FCS technologies while delaying others for further study and development. However, ongoing conflicts in Afghanistan and Iraq forced the Army to balance current warfighting needs with modernization by shifting resources from FCS to support the current fight. The demands of war will continue to challenge the Army's ability to maintain the balance. The net result is an FCS program that looks rather different in terms of time and schedule, but remains true to the goal of providing a strategically responsive, Joint interdependent, precision maneuver force that is dominant across the full range of military operations.

The Future Combat System's (FCS) aggressive acquisition strategy of conventional (armor, munitions, propulsion) and non-conventional (unmanned sensors, robotics) technologies place a greater demand on labs for rapid and accurate analysis of potential weapon systems. A combination of validated engineering analysis codes, Evolutionary Algorithms (EA) and Enterprise Commercial Off the Shelf Software (COTS) can greatly accelerate the evaluation of candidate systems. Traditional Modeling and Simulation (M & S) activities are not well suited for today's acquisition environment. In particular, they suffer from: premature design commitment, a failure to quickly identify dominant design factors and adapt to changing design requirements. Many of these problems stem from a lack of human engineering concurrency and communication. A partial solution to this problem is to enable virtual collaboration among a lab's modeling and simulation codes. Genetic Algorithms (GA), a subset of EA's, are an ideal catalyst for multidisciplinary concept exploration. GA's mimic the selection process that occurs among biological species in nature, but to various engineering disciplines they provide an excellent focal point in determining a weapon system's optimal configuration based on a set of given mission parameters. The organizational and cultural impact of setting up this type of virtual cooperation is far reaching and cannot be overstated. Concept exploration engines have been around for a number of years; an outstanding example is the Integrated Hypersonic Aeromechanics Tool (IHAT) used at Naval Air Command, China Lake to design hypersonic air breathing vehicles in the Mach 4-8 regime. Likewise, the Aviation and Missile Command has adopted a multidisciplinary approach through its Army Missile Collaborative Design Environment (AMCODE).

This will be especially true for wars in which air power is not a cure-all and major ground combat operations must be launched. Addressing the problem of slow Army deployment rates, the Army Transformation Roadmap 2003 states the goal of transformation is to "identify and build required capabilities now and while developing future force capabilities essential to provide relevant, ready, responsive, and dominant land power to the Future Joint Force." Indeed, one aspect of the Army's transformation efforts is force redesign to develop an active component capable of deploying a responsive, agile expeditionary force in the first fifteen days of an operation.
