GAO found some service-unique problems which were reported to the services in question. Many of the problems have either already been corrected or are now being corrected. Problem areas noted in the Navy included: recruiters' quality of life, treatment of urban versus rural recruiters, control operations, delayed entry program usage, and recruiter training. Areas of Army recruiting in which GAO noted problems were: training of supervisory personnel, coordination of management control systems, and performance evaluations of management at district recruiting commands, area commands, and recruiting stations. Areas which contained problems in the Marine Corps were: operational control policies, goal inflation practices, enlistment processing and recruiting reporting systems, training provided to recruiting personnel and adequacy of training records, perceptions about awards and management support, and policy adherence by station commanders. A review of the Army National Guard found that their practices may be hindering recruiting effectiveness, recruiting management tools are not being fully utilized, and recruiting monitoring and evaluation can be improved. GAO reviewed the Army investigation of recruiter malpractice. The investigation represented a reasonable, systematic effort to detect recruiters who violated regulations or procedures, particularly those who furnished inappropriate test assistance to applicants on tests. Inaccuracies on the database were, for the most part, beyond the Army's control. The methodology was an attempt to reach a reasonable balance between the need to identify violators and the need to minimize the demoralizing effects of placing large numbers of innocent recruiters under suspicion.

Book excerpt: The viability of the All Volunteer Force (AVF) depends, in large measure, on the Department of Defense's (DOD) ability to successfully recruit several hundred thousand qualified individuals each year to fill over 1,400 occupational specialties. Since the March 2003 involvement of U.S. military forces in Iraq, attracting sufficient numbers of high-quality recruits to military service has proven to be one of the greatest personnel challenges faced by DOD since the inception of the AVF. The active Army, the Army Reserve, and the Navy Reserve, for example, failed to meet their fiscal year 2005 recruiting goals. Recruitment of high-quality personnel is a tough proposition, made even more challenging in the current environment when the nation is engaged in combat operations. To exacerbate the recruitment challenges further, DOD estimates that over half of the youth in the U.S. population between the ages of 16 and 21 do not meet the minimum requirements to enter military service. Moreover, additional factors such as the shrinking numbers of new recruits in delayed entry programs and the Army Army's use of stop loss, which delays servicemembers from leaving active duty, indicate that the components may experience continued recruiting challenges as they attempt to meet their personnel requirements. To help overcome recruiting challenges, the military services during the past several years have assigned roughly 20,000 recruiters to manage their recruiting programs and achieve their accession goals.

Book excerpt: In determining the most cost effective recruiting station locations, the military services must be able to identify station costs that vary by location as well as location-specific differences in production. This thesis is an exploratory analysis of station-level costs for Navy Recruiting stations. The thesis attempts to identify: (a) the relevant costs of Navy recruiting station location and realignments; (b)the effect of location and realignment decisions on these costs; and (c) who collects the relevant cost items. The thesis explores the feasibility of collecting the data necessary for a cost analysis of alternative station locations. Finally, the thesis aims to evaluate the feasibility of automating cost collection at the recruiting station level. To accomplish these goals the thesis reviews the Navy's responsibilities, policies, procedures and rationale in determining recruiting resource allocation decisions. The methodology relies on a review of the literature and personal interviews with individuals from Commander, Navy Recruiting Command, Navy Recruiting Areas, selected Navy Recruiting Districts and the Office of the Secretary of Defense's Joint Recruiting Facilities Committee. Two Navy Recruiting Districts are surveyed to collect cost data for a random group of their recruiting stations. These station costs are then matched with the facilities lease and contract cost data from the Army Corps of Engineers' Recruiting Facilities Management Information System and the vehicle cost data from the General Services Administration. An illustrative spreadsheet is constructed containing cost information for stations in NRD San Francisco. The spreadsheet provides cost-per-contract for these stations. Although the thesis was unable to conduct a full cost-effectiveness analysis, it proposes two approaches for future collection and analysis of the necessary cost data.

Book excerpt: The Department of Defense and the Joint Recruiting Facilities Committee oversee the operation and maintenance of recruiting facilities for the Service recruiting commands. DOD is concerned with identifying the most cost-effective geographic locations for the Services recruiting offices. This report provides an overview of the Recruiting Station Location Project undertaken for the Assistant Secretary of Defense (FMP), Office of Accession Policy. The project developed models to assess the costs and benefits of alternative geographic locations for recruiting offices. The model is contained in the Recruiting Station Location Evaluation System (RSLES), which combines extensive ZIP code level data bases with an optimization routine and a geographic mapping capability. RSLES chooses optimal geographic locations for recruiting offices by balancing the impact of pre-specified ZIP code locations on costs and on new contract production. The report summarizes the components of the RSLES system. These include: the data bases of ZIP code level contracts and other demographic attributes; boundary files for all U.S. ZIP codes and ZIP code address of recruiting offices; econometric cost and contract production models; and, the optimization and mapping software. The report also details the architecture of the RSLES system and the integrating shell. Finally, the report describes efforts to apply and validate the RSLES system using data on Navy stationing actions in FY99 and FY00. The applications identify significant improvements in production that could be achieved by application of the RLSES model.
