Book excerpt: Excerpt from Recreation Uses on the National Forests Passing from ancient law in England to present conditions in the United States of America. We find that recreation uses on the National Forests are rapidly increasing, and that they have reached a stage where more definite and systematic provision must be made for them in the plan of administration. In view of this situa tion, the Forester, early in 191 7, commissioned the writer to make an extended examination in the field and to report to him as to existing conditions of recreation, with recommendations of methods and general policies. The present report is based on a five months' field study of existing conditions. Visits were made to all the Forest districts, and to a considerable number of individual Forests. Special attention was naturally given to those regions where recreational developments appear to be most pressing. In this way it was possible to hold extended consultations with Forest officers having supervision of the lands thus used, and also with those private citizens who are using them. Book excerpt: Excerpt from Recreation Opportunities and Problems in the National Forests of the Northern and Intermountain Regions as They Relate to the Development of a Research Program People are becoming increasingly aware of recreation Opportunities in the national forests of the Northern and Intermountain Regions1 (fig. This includes not only the general public, but Congress and national forest administrators as well. Not so long ago recreation was a minor partner in multiple-use management of the national forests. Today, however, it is beginning to receive its full share of emphasis in management decisions. The new emphasis is not because national forest recreation is itself new. Actually, these public lands were something of a playground long before the first white men came, and we have written evidence that at least some of the early settlers took time out from the business of survival to relax on lands that are now national forests. More than a century ago, for example, Utah pioneers drove their wagons up into the mountains to escape the oppressive summer heat of the lower valleys in which they lived. Book excerpt: Excerpt from The Net Economic Value of Recreation on the National Forests: Twelve Types of Primary Activity Trips Across Nine Forest Service Regions A critical prerequisite to interpreting and applying the results of this study is to clearly specify the question be ing asked. Two possibilities are: (1) What is the value of the marginal unit of forest recreation output? What is the value the last person appearing at the site places on his recreation experience? (2) What would be the eco nomic benefit lost if the site was closed to recreation? Another way to phrase the latter question is: What is the value of the recreation experience averaged over all users of the site? The answers to these two questions are very different. The first question is usually answered by the price, the same concept of price as that for a loaf of bread. Price is termed a marginal value. This value is found at the intersection of the supply and demand functions. The critical caveat to this concept of value is that it depends on the good being price rationed. Book excerpt: Excerpt from The Possible Impact of Recreation Development on Timber Production in Three California National Forests During the 1958 field inventory each potential recreation site was graded outstanding, good, or fair according to administrative stand ards for recreation land. The inventory includes only those areas that meet the Specific criteria, including lpe, cover, and attraction. Of course, the amount of forest land available for recreation could be further expanded by relaxing these standards, but this would normally increase the cost of development or lower the recreation quality. However, expansion beyond the lands inventoried may be possible if the prospective benefits should ever justify the added cost. The Subcommittee on National Parks, Forests, and Lands will come to order. I have scheduled our hearing today to begin to examine the issue of recreation fees on Federal lands. This is a topic on which each of the recent administrations has proposed a short-term fix. Having listened to each of these various proposals, I am now of the opinion that we don't need another quick fix, we need an overhaul of the current fee program.
