Southerners - male and female; elite and non-elite; white, black, and American Indian - disagreed with the federal government over the obligations citizens owed to their nation and the obligations the nation owed to its citizens. Susanna Michele Lee explores these clashes through the operations of the Southern Claims Commission, a federal body that rewarded compensation for wartime losses to Southerners who proved that they had been loyal citizens of the Union. Lee argues that Southerners forced the federal government to consider how white men who had not been soldiers and voters, and women and racial minorities who had not been allowed to serve in those capacities, could also qualify as loyal citizens. Postwar considerations of the former Confederacy potentially demanded a reconceptualization of citizenship that replaced exclusions by race and gender with inclusions according to loyalty.

Book excerpt: Becoming Bourgeois is the first study to focus on what historians have come to call the “middling sort,” the group falling between the mass of yeoman farmers and the planter class that dominated the political economy of the antebellum South. Historian Frank J. Byrne investigates the experiences of urban merchants, village storekeepers, small-scale manufacturers, and their families, as well as the contributions made by this merchant class to the South’s economy, culture, and politics in the decades before, and the years of, the Civil War. These merchant families embraced the South but were not of the South. At a time when Southerners rarely traveled far from their homes, merchants annually ventured forth on buying junkets to northern cities. Whereas the majority of Southerners enjoyed only limited formal instruction, merchant families often achieved a level of education rivaled only by the upper class—planters. The southern merchant community also promoted the kind of aggressive business practices that New South proponents would claim as their own in the Reconstruction era and beyond. Along with discussion of these modern approaches to liberal capitalism, Byrne also reveals the peculiar strains of conservative thought that permeated the culture of southern merchants. While maintaining close commercial ties to the North, southern merchants embraced the religious and racial mores of the South. Though they did not rely directly upon slavery for their success, antebellum merchants functioned well within the slave-labor system. When the Civil War erupted, southern merchants simultaneously joined Confederate ranks and prepared to capitalize on the war’s business opportunities, regardless of the outcome of the conflict. Throughout Becoming Bourgeois, Byrne highlights the tension between these competing elements of southern merchant culture. By exploring the values and pursuits of this emerging class, Byrne not only offers new insight into southern history but also deepens our understanding of the mutable ties between regional identity and the marketplace in nineteenth-century America.

Book excerpt: During the Civil War, the strategically located town of Winchester, Virginia, suffered from the constant turmoil of military campaigning perhaps more than any other town. Occupied dozens of times by alternating Union and Confederate forces, Winchester suffered through three major battles, including some seventy smaller skirmishes. In his voluminous community study of the town over the course of four tumultuous years, Richard R. Duncan shows that in many ways Winchester's history provides a paradigm of the changing nature of the war. Indeed, Duncan reveals how the town offers a microcosm of the war: slavery collapsed, women assumed control in the absence of men, and civilians vied for authority alongside an assortment of revolving military commanders. Control over Winchester was vital for both the North and the South. Confederates used it as a base to strike the Baltimore and Ohio Railroad and conduct raids into western Maryland and Pennsylvania, and when Federal forces occupied the town, they threatened Staunton -- Lee's breadbasket -- and the Virginia Central Railroad. At various times during the war, generals "Stonewall" Jackson, Nathaniel Banks, Robert Milroy, Richard Ewell, Jubal Early, and Philip Sheridan each controlled the town. Guerrilla activity further compounded the region's strife as insecurity became the norm for its civilian population. In this first scholarly treatment of occupied Winchester, Duncan has compiled a narrative of voices from the entire community, including those of groups often omitted from such studies, such as slaves, women, and Confederate dissenters. He shows how Federal occupation meant an early end to slavery in Winchester and how the paucity of men left women to serve as the major cohesive force in the community, making them a bulwark of Confederate support. He also explores the tensions between civilians and military personnel that inevitably arose as each group sought to protect its interests. The war, Duncan explains, left Winchester a landscape of wreckage and economic loss. A fascinating case study of civilian survival amid the turmoil of war, Beleaguered Winchester will appeal to Civil War scholars and enthusiasts alike.
