Characteristically, this strand of research sidelines the academic input in the production of western representations and Balkan self-understanding. Looking at the Balkans from the vantage point of “balkanism” has therefore contributed to its further marginalization as an object of research and the evisceration of its agency. This book reverses the perspective and looks at the Balkans primarily inside-out, from within the Balkans towards its “self” and the outside world, where the west is important but not the sole referent. The book unravels attempts at regional identity-building and construction of regional discourses across various generations and academic subcultures, with the aim of reconstructing the conceptualizations of the Balkans that have emerged from academically embedded discursive practices and political usages. It thus seeks to reinstate the subjectivity of “the Balkans” and the responsibility of the Balkan intellectual elites for the concept and the images it conveys. The book then looks beyond the Balkans, inviting us to rethink the relationship between national and transnational (self-)representation and the communication between local and exogenous – Western, Central and Eastern European – concepts and definitions more generally. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. Otherwise, such projects will produce fragile institutions and alienated citizens who will be susceptible to extremists eager to send them back into war. Paula M. Pickering challenges the conventional wisdom that common people are merely passive recipients of peacebuilding projects. Instead, in Peacebuilding in the Balkans, she shows how ordinary people, particularly minorities in Bosnia, understand elite rhetoric and actively shape reconstruction. Pickering's years of fieldwork—direct observation, interviews, and analysis of many surveys—has yielded a precise understanding of how ordinary citizens react to and influence peacebuilding programs in their neighborhoods, workplaces, municipal agencies, and other real-life social settings. Yet by 1912, the Ottoman Army, which was constructed on the German model, was in many ways more advanced than certain European armies.

Tracy shows how the Ottoman advance across Europe stalled in the western Balkans, where three great powers confronted one another in three adjoining provinces: Habsburg Croatia, Ottoman Bosnia, and Venetian Dalmatia. Until about 1580, Bosnia was a platform for Ottoman expansion, and Croatia steadily lost territory, while Venice focused on protecting the Dalmatian harbors vital for its trade with the Ottoman east. But as Habsburg-Austrian elites coalesced behind military reforms, they stabilized Croatia’s frontier, while Bosnia shifted its attention to trade, and Habsburg raiders crossing Dalmatia heightened tensions with Venice. The period ended with a long inconclusive war between Habsburgs and Ottomans, and a brief inconclusive war between Austria and Venice. Based on rich primary research and a masterful synthesis of key studies, this book is the first English-language history of the early modern Western Balkans. More broadly, it brings out how the Ottomans and their European rivals conducted their wars in fundamentally different ways. A sultan’s commands were not negotiable, and Ottoman generals were held to a time-tested strategy for conquest. Habsburg sovereigns had to bargain with their elites, and it took elaborate processes of consultation to rally provincial estates behind common goals. In the end, government-by-consensus was able to withstand government-by-command.
