The book investigates the little-known, not-well-understood and often highly-contentious political processes which have converted American agricultural production into tools of U.S. government policy. In The Political History of American Food Aid, Barry Riley explores the influences of humanitarian, domestic agricultural policy, foreign policy, and national security goals that have created the uneasy relationship between benevolent instincts and the realpolitik of national interests. He traces how food aid has been used from the earliest days of the republic in widely differing circumstances: as a response to hunger, a weapon to confront the expansion of bolshevism after World War I and communism after World War II, a method for balancing disputes between Israel and Egypt, a channel for disposing of food surpluses, a signal of support to friendly governments, and a means for securing the votes of farming constituents or the political support of agriculture sector lobbyists, commodity traders, transporters and shippers. In Hunger in the Balance, Jennifer Clapp provides a timely and comprehensive account of the contemporary politics of food aid, explaining the origins and outcomes of recent clashes between donor nations-and between donors and recipients. She identifies fundamental disputes between donors over "tied" food aid, which requires that food be sourced in the donor country, versus "untied" aid, which provides cash to purchase food closer to the source of hunger. These debates have been especially intense between the major food aid donors, particularly the European Union and the United States. Similarly, the EU's rejection of GMO agricultural imports has raised concerns among recipients about accepting GMO foodstuffs from the United States. For the several hundred million people who at present have little choice but to rely on food aid for their daily survival, Clapp concludes, the consequences of these political differences are profound.

Collectively, the contributors to this volume posit that this inequity is rooted in power asymmetries in the U.S. food system and codified through U.S. food policies. This process puts the public at risk in the U.S. and, via trade and foreign aid policies, in the Global South. Inequities are manifest in the allocation of food and food-producing resources in favor of the wealthy, exploitation of the natural environment for short-term gain of private interests over long-term public ones, the framing of public discussion on food and food deprivation, and finally, the deflection of moral challenges posed by human rights to food.The contributors draw on long-term anthropological field research to examine these tensions and their on-the-ground outcomes in diverse cultural and national contexts. This volume studies how growth is measured in Botswana, Kenya, Tanzania and Zambia and challenges commonly held beliefs of African economic performance. The volume offers a reconsideration of economic growth in Africa in three respects. First, it shows that the focus has been on average economic growth and that there has been no failure of economic growth. In particular the gains made in the 1960s and 1970s have been neglected. Second, it emphasizes that for many countries the decline in economic growth in the 1980s was overstated, as was the improvement in economic growth in the 1990s. The coverage of economic activities in GDP measures is incomplete. In the 1980s many economic activities were increasingly missed in the official records thus the decline in the 1980s was overestimated (resulting from declining coverage) and the increase in the 1990s was overestimated (resulting from increasing coverage). The third important reconsideration is that there is no clear association between economic growth and orthodox economic policies. This is counter to the mainstream interpretation, and suggests that the importance of sound economic policies has been overstated, and that the importance of the external economic conditions have been understated in the prevailing explanation of African economic performance.
