Book excerpt: Excerpt from Reconnoissance Soil Survey of Part of North Western Wisconsin The area described in the present report is in the northwestern part of the state, as shown on the map of Wisconsin, fig. 1. Four of the counties border on the state of Minnesota on the west. It is approximately between the parallels 44 30' and 45 45' north latitude, and the meridians 91 and 93 west longitude, which is the same latitude as central Maine on the Atlantic coast, and northern Oregon on the Pacific, and the same longitude as central Louisiana, Arkansas, and Missouri in the Mississippi valley. The area includes the counties of Eau Claire, Chippewa, Rusk, Barron, Dunn, Pepin, Pierce, St. Croix, and Polk. These nine counties contain 186. Townships and have a total area of square miles, approximately one-eighth of the state. Slope amd General Features. The area slopes down towards the southwest. The lowest land, 680 feet above sea level, is in the southwest corner of the area at the junction of the Chippewa and Mississippi rivers. The highest land is undetermined but is very probably the hard quartzite ridges of eastern Barron and western Rusk counties. Several of these ridges reach elevations of to feet above sea level, the lower land surround ing these highest ridges in the northern part of the area in general, having a varying altitude between to feet. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
