Book excerpt: Despite the international community’s recognition of social protection as a human right, the vast majority of the world’s population still has no access to social protection. In a major effort to address this situation, the International Labour Conference unanimously adopted the Social Protection Floors Recommendation 202 of 2012. However, because of the wide variety of possible schemes (and techniques that can be employed to administer them), there is a genuine risk that important values relating to social protection will be overlooked in implementing the Recommendation. This collection of expert essays contains an in-depth clarification and analysis of the Recommendation and sets forth a clear and practicable set of principles that can be used both as a policy tool and as an assessment framework for the creation, maintenance, and supervision of a national social protection floor. This book pays detailed attention to each of the Recommendation’s key principles, including the following: – state responsibility; – universality of protection; – entitlement based in law; – adequacy and predictability of benefits; – non-discrimination; – financial solidarity; – good governance; – coherence of policies; and – social participation. A special feature of the book is its inclusion of case studies that display innovative social protection schemes focusing on children and families, persons of working age (particularly informal sector workers), and elderly persons. A concluding section offers useful insights on measures that can be taken and lessons learned. As a deeply informed and practical guide to ways in which states can (and do) establish and maintain a social protection floor as a fundamental element of their national social protection systems, this book has no peers. It will be warmly welcomed by jurists concerned with social protection throughout the world, by pertinent government agencies at all levels, by non-governmental organizations, and by academics in the field.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesian fashion has undergone a period of rapid growth over the last three decades. This book explores how through years of social, political, and cultural upheaval, the country's fashion has moved away from “colonial fashion” and “national dress” to claim its own distinct identity as contemporary fashion in a global world. With specific reference to women's wear, Contemporary Indonesian Fashion explores the diversity and complexity of the country's sartorial offerings, which weave together local textile traditions like batik and ikat-making with contemporary narratives. The book questions concepts of “tradition” and “modernity” in the developing world, taking stock of the elite consumption of luxury brands and the large-scale manufacturing of fast fashion, and introduces us to the rise of new trends such as busana muslim (or “modest wear”), creating a portrait of a vibrant and growing national and, increasingly, international, industry. Exploring clothing in shopping malls, on the catwalk, in magazines, and online, the book examines how Indonesian fashion is made, presented, and consumed, combining research in Indonesia with analysis and personal reflection. Contemporary Indonesian Fashion ultimately questions the deeply entrenched eurocentrism of "global fashion", simultaneously interrogating current homogenizing beauty and body image discourses posited as universal, by pointing to absences, silences, and erasures as reflected by contemporary Indonesian fashion- hence the "looking glass" of the title. Aptly illustrated, the book offers a new perspective on a rapidly developing new fashion capital, Jakarta.

Book excerpt: Active researchers in the areas of geography and psychology have contributed to this book. Both fields are capable of increasing our scientific knowledge of how human behavior is interfaced with the molar physical environment. Such knowledge is essential for the solution of many of today's most urgent environmental problems. Failure to constrain use of scarce resources, pollution due to human activities, creation of technological hazards and deteriorating urban quality due to vandalism and crime are all well known examples. The influence of psychology in geographical research has long been appreciated but it is only recently that psychologists have recognized they have something to learn from geography. In identifying the importance of two-way interdisciplinary communication, a psychologist and a geographer have been invited to each write a chapter in this book on a designated topic so that close comparisons can be drawn as to how the two disciplines approach the same difficulties. Since the disciplines are to some extent complementary, it is hoped that this close collaboration will have synergistic effects on the attempts of both to find solutions to environmental problems through an increased understanding of the many behavior-environment interfaces.

Available in PDF, EPUB and Kindle. Book excerpt: 1. 1 INTRODUCTION The final chapter of my Personal Income Distribution, a Hulticapability Theory (Hartog, 1981a) carried as its motto: 'Oh richness of the unfinished'. It concluded a book in which labor services were decomposed into services arising from different capabilities. Individuals were supposed to command stocks of capabilities and to decide on the utilization rates of these capabilities, by balanc ing efforts and rewards. The optimal capability bundle they so defined was to be realized by picking the job that just required this bundle. To derive analytical implications on the structure of the labor market and on the distribution of labor earnings, the key assumption was made that arbitrage in capability supply was possible, i. e. , that effectively capabilities could be sold separ ately and carried a uniform unit price throughout the labor market. While many interesting analytical and empirical results followed, there was also an indication from empirical testing that an earnings function linear in capabilities could be outperformed by a non-linear func- 2 CAPABILITIES, ALLOCATION AND EARNINGS tion, and that the arbitrage assumption might be un tenable. This book attempts to harvest a little from the richness of the unfinished that was left. It returns to some of the old topics and adds some new ones, in a more general model that no longer imposes the assumption that capabilities can be treated as if they can be unbundled. It also draws on new datasets to explore the issues empirically.

Book excerpt: "Estache reviews the recent economic research on emerging issues for infrastructure policies affecting poor people in developing countries. His main purpose is to identify some of the challenges the international community, and donors in particular, are likely to have to address over the next few years. He addresses six main issues: (1) the necessity of infrastructure in achieving the Millennium Development Goals; (2) the various dimensions of financing challenges for infrastructure; (3) the debate on the relative importance of urban and rural infrastructure needs; (4) the debate on the effectiveness of infrastructure decentralization; (5) what works and what does not when trying to target the needs of the poor, with an emphasis on affordability and regulation challenges; and (6) the importance of governance and corruption in the sector. The author concludes by showing how the challenges identified define a relatively well integrated agenda for both researchers and the international infrastructure community. This paper,a product of the Office of the Vice President, Infrastructure Network,is part of a larger effort in the network to stimulate more analytical assessments of emerging issues in the sector"--World Bank web site.
