This has also become an international issue of tremendous current interest given its implications on the global environment and trading system. International organizations such as WTO, OECD, the UN and regional trading arrangements such as NAFTA, EEC and APEC have been actively involved in the policy debate. Despite the critical importance of trade-environment issues, less is known about the linkages between the two. This book presents a New Zealand perspective as a case-study of global interest for two reasons: firstly, many countries, both developed and developing, are taking the New Zealand economic reforms as a model for restructuring their economies. Secondly, New Zealand is going to become a member of APEC (Asia Pacific Economic Co-operation), together with 17 other countries in the area by 2010 (developed countries) and 2020 (developing countries). The book is expected to contribute significantly to the current debate and to assist in the process of reconciliation of trade and environmental policies for sustainable development within the context of APEC integration.

Book excerpt: The outcome of the 15th conference of the Parties to the UNFCC showed a shift from a top-down approach with a collective target favoring environmental objectives to a bottom-up accord favoring political feasibility. There is no meaningful binding agreement in sight, also because the global climate regime and the global trade policy regime, represented by the WTO, appear to be on a collision course. Following a review of the challenges ahead, the paper argues that trade will have a second-order contribution to world-wide CO2 emissions. Evidence shows increasing carbon transfers through trade, but the magnitude of carbon leakage effects, likely to be induced by differences in climate mitigation policies, may be less than feared in some circles. Trade policy, however, will play a role in implementing climate mitigation policies in two areas: maintaining an open trading system and hence boosting growth and facilitating technological diffusion, and trade policy as a strategic instrument in negotiations. The paper concludes that an agreement with a few guiding principles and leeway where much initial mitigation would first take place unilaterally or in small groups, as under the early days of the GATT, is the most promising way ahead while preserving an open trading system and environmental integrity.

It has examined the inability of the region to properly assimilate sustainable developmental tenets as reflected in the weaknesses of the several legislations that exist. The analysis was done through the concept of the respect for the Rule of Law and considered all relevant factors in terms of structural and administrative changes as well as reflected needs of the region, using Cameroon as a case study. Through the doctrinal research approach, it demonstrated in theory, the correlation between environmental protection and economic development. Looking at the legal, policy and institutional frameworks for environmental protection within SSA and Cameroon, it has examined the effect of the several legislations on business and trade, and therefore the overall upshot on economic development. The work has consequently scrutinized the possibility of reconciling environment and economic needs through green growth and a green economy. Amidst these difficulties associated with the concept of sustainable development, the question was therefore contemplated whether the pressing international calls for the restriction of the use of Africa’s resources could be tantamount to a disguised neo-colonialist move by former imperialist nations to retard the region’s advancement. The findings of the work therefore revealed outweighing difficulties associated with presently attaining green growth within the region and how its efforts continually stifle economic growth and development. The weaknesses inherently associated with the concept of sustainable development, which are strongly reflected in the prevailing African situation established some misgivings about the good-faith propagated by the ‘rich North’ towards the ‘poor South’. The work therefore suggested that the region should properly weigh its needs and goals in the light of the environment and the economy, and not rush into commitments it cannot live up to. To achieve this, it would have to integrate the opinions of all stakeholders into the decision-making process, from public to private and to individual levels.

The book arises from the papers presented at two High Level Symposia hosted by the World Trade Organization in March 1999, on Trade and the Environment and Trade and Development. The first section of the work focuses on the relationship between trade and the environment. The issues addressed include the need for WTO members to pursue integrated trade and environmental policies in order to achieve sustainable development, ways in which the removal of trade restrictions and distortions can lead to positive environmental and development solutions, the relationship between WTO provisions and trade measures contained in environmental agreements, and the need for transparency and effective interaction between civil society and the trade community. The second section examines the growing importance of developing countries in the global trading system over the last 30 years, and the ways in which the inequalities which persist between countries may be addressed. The papers include discussion of the need for integration of the least-developed countries into the multilateral trading system, the ways in which international institutions may work together to realize the objective of development, the complex role of trade liberalization in development, and the importance of new technologies in accelerating integration between developing and developed countries.
