Book excerpt: The current crisis in Europe is being labelled, in mainstream media and politics, as a ‘public debt crisis’. The present book draws a markedly different picture. What is happening now is rooted, in a variety of different ways, in the destabilisation of national models of capitalism due to the predominance of neoliberalism since the demise of the post-war ‘golden age’. Ten country analyses provide insights into national ways of coping – or failing to cope – with the ongoing crisis. They reveal the extent to which the respective socio-economic development models are unsustainable, either for the country in question, or for other countries. The bottom-line of the book is twofold. First, there will be no European reform agenda at all unless each country does its own homework. Second, and equally urgent, is a new European reform agenda without which alternative approaches in individual countries will inevitably be suffocated. This message, delivered by the country chapters, is underscored by more general chapters on the prospects of trade union policy in Europe and on current austerity policies and how they interact with the new approaches to economic governance at the EU level. These insights are aimed at providing a better understanding across borders at a time when European rhetoric is being used as a smokescreen for national egoism.

French culture and institutions, they argued, inhibited the changes in economic structure that sustained growth would require. But in spite of these predictions and the occasional volatility of the world economy, the French economy grew rapidly. Only the Japanese, of the major economies, has grown faster, and by 1975 the French standard of living matched that of West Germany. Restructuring the French Economy looks at the four decades of the structural changes that fostered growth and explores explanations of why such changes occurred. Drawing on many and diverse primary materials, including government statistics, judicial decisions, and professional memoirs, Adams examines three different explanations of France's postwar economic success. The first downplays the extent of structural change during the surge of growth. The second emphasizes the importance of government policies to compensate for inadequate private initiative. The third suggests that European economic integration and French decolonization created enough market competition to push the private sector into its own restructuring. Adams stresses that if government initiatives worked well, they did so in an environment of strong market competition; if competition seemed to work wonders, it occurred only as a result of government actions. He also devotes considerable attention to the implications of his findings for U.S. policy concerning European protectionism and the health and growth of American industries.

Over the centuries, it took shape in part from a dense substratum of villages. With the economic liberalisation of the 1980s, it encountered several obstacles to its expansion: absence of a real land market, high population densities, the government's food self-suffciency policy that limits expropriations of land and the water management constraints of this very vulnerable delta. Since the beginning of the new millennium, the change in speed brought about by the state and by property developers in the construction and urban planning of the province-capital poses the problem of integration of in situ urbanised villages, the importance of preserving a green belt around Hà Nội and the necessity of protection from flooding. The harmonious fusion of city and countryside, which has always constituted the Red River Delta's defining feature, appears to be in jeopardy. Working from a rich body of maps and field studies, this collective work reveals how this grass-roots urbanisation encounters 'top-down' urbanisation, or metropolisation. In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. The author had the privilege to immerse himself, around the clock, in the Yakaphones’ activities and thoughts in southwest DR Congo from 1972 to 1974, and intermittently in Kinshasa’s shanty towns, from 1986 to 2003. The author first examines what sparked his choice to come to Congo, and then to pursue research among the Yakaphones in the borderland with Angola. He then invites us to follow the trajectory of his plural anthropological view on today’s multicentric world. It leads us to his praise for honorary doctor Jean-Marc Ela’s work. He then examines the proletarian outbursts of violence that rocked Congo’s major cities in 1991 and 1993. These can be read as a settling of scores with the disillusioning colonial and missionary modernisation, along with president Mobutu’s millenarian Popular Movement of the Revolution. Furthermore, after considering the morose reduction of a major Yaka dancing mask into a mere museum-bound curio in Antwerp, the book unravels the Yakaphones’ perspectives on spirits and sorcery’s threat. It also analyses their commitment to classical Bantu-African healing cults, along with their parallel consulting physicians and healers. By sharing the Yakaphones’ life-world, the analysis highlights their body-group-world weave, interlaced by the principle of co-resonance. A phenomenological and perspectivist look unfolds the local actors’ views, thereby disclosing the Bantu-African genius and setting for a major reversal of perspectives. Indeed, seeing 'here' from 'there' allows the author to uncover some alienating dynamics at work in his native Belgian Flemish-speaking culture. To better grasp the realm of life beyond the speakable and factual reasoning, the approach occasionally turns to the later Lacan’s focus on the unconscious desire, the body and its affects. The book addresses students and researchers in the humanities and, more broadly, all those immersed in the heat of the encounter with the culturally different.
