Book excerpt: The Croatan Indians of Sampson County, NC, written by George Edwin Butler (1868-1941) and composed only a year after Special Indian Agent Orlando McPherson's Indians of North Carolina report, was an appeal to the state of North Carolina to create schools for the "Croatans" of Sampson County just as it had for those designated as Croatans in, for example, Robeson County, North Carolina. Butler's report would prove to be important in an evolving system of southern racial apartheid that remained uncertain of the place of Native Americans. It documents a troubled history of cultural exchange and conflict between North Carolina's native peoples and the European colonists who came to call it home. The report reaches many erroneous conclusions, in part because it was based in an anthropological framework of white supremacy, segregation-era politics, and assumptions about racial "purity." Indeed, Butler's colonial history connecting Sampson County Indians to early colonial settlers was used to legitimize them and to deflect their categorization as African-Americans. In statements about the fitness of certain populations to coexist with European-American neighbors and in sympathetic descriptions of nearly-white "Indians," it reveals the racial and cultural sensibilities of white North Carolinians, the persistent tensions between tolerance and self-interest, and the extent of their willingness to accept indigenous "Others" as neighbors. The coercive nature of the Contagious Diseases Acts and the double standard which allowed the continuance of prostitution on the ground that the prostitute 'herself the supreme type of vice, she is ultimately the most efficient guardian of virtue', aroused the ire of many reformers, not only women’s rights campaigners. Paul McHugh analyses the social composition of the different repeal and reform movements – the liberal reformists, the passionate struggle of the charismatic Josephine Butler, the Tory reformers whose achievement was in the improvement of preventative medicine, and finally the Social Purity movement of the 1880s which favoured a coercive approach. This is a fascinating study of ideals and principles in action, of pressure-group strategy, and of individual leaders in the repeal movement’s sixteen year progress to victory. It uncovers a tradition of writers for whom divine motherhood embodied ideals felt to be missing from the orthodox masculine deity. Elizabeth Gaskell, Josephine Butler, George Macdonald, Frances Hodgson Burnett and Charlotte Perkins Gilman independently reworked their inherited faith to create a new symbol that better met their religious needs, based on ideal Victorian notions of motherhood and ‘Mother Nature’. Divine motherhood signified compassion, universal salvation and a realised gospel of social reform led primarily by women to establish sympathetic community. Connected to Victorian feminism, it gave authority to women’s voices and to ‘feminine’ cultural values in the public sphere. It represented divine immanence within the world, often providing the grounds for an ecological ethic, including human–animal fellowship.
