The contributors—well-regarded scholars from the United States and the United Kingdom—offer fresh interpretations of the Mexican military, caciquismo, and the enduring pervasiveness of violence in Mexican society. Employing the approaches of the new military history, which emphasizes the relationships between the state, society, and the “official” militaries and “unofficial” militias, these provocative essays engage (and occasionally do battle with) recent scholarship on the early national period, the Reform, the Porfiriato, and the Revolution. When Mexico first became a nation, its military and militias were two of the country’s few major institutions besides the Catholic Church. The army and local provincial militias functioned both as political pillars, providing institutional stability of a crude sort, and as springboards for the ambitions of individual officers. Military service provided upward social mobility, and it taught a variety of useful skills, such as mathematics and bookkeeping. In the postcolonial era, however, militia units devoured state budgets, spending most of the national revenue and encouraging locales to incur debts to support them. Men with rifles provided the principal means for maintaining law and order, but they also constituted a breeding-ground for rowdiness and discontent. As these chapters make clear, understanding the history of state-making in Mexico requires coming to terms with its military past.

Historians and development economists will find this line of research useful, as it informs us about the standard of living of members of society for whom data on wages are seldom available—women, children, aristocrats, farmers, and slaves. In addition, this research has shown that the biological standard of living may diverge from conventional indicators of welfare during the early stages of industrialization. Thus, per capita income is an ambiguous measure of welfare during some phases of growth, and it must be supplemented with data from other indicators, such as physical stature. The first chapter describes the constitution of Cardinal Richelieu's anti-Habsburg alliance and Odoardo's eagerness to be part of it. A chapter on the Parman professional army, based on an extraordinary collection of company roster-books, sheds light on the identity of over 13,000 individuals, soldier by soldier, the origin and background of their officers, the conditions of their lodgings, and the good state of their equipment. Chapter three follows the first campaign of 1635 alongside French and Savoyard contingents at the failed siege of Valenza, and the logistical difficulties of organizing such large-scale operations. Another chapter examines the financial expedients the duchy adopted to fend off incursions on all its borders in 1636, and how militia contingents on both sides were drawn into the fighting. A final chapter relates the Spanish invasion and occupation which forced duke Odoardo to make a separate peace. The volume includes a detailed assessment of the impact of war on civilians based on parish registers for city and country. The application of the laws of war was largely nullified by widespread starvation, disease and routine sex-selective infanticide. These quantitative analyses, supported by maps and tables, are among the most detailed anywhere in Europe in the era of the Thirty Years' War.

Book excerpt: The overthrow of Viceroy Joaqu&ín de la Pezuela on 29 January 1821 has not received much attention from historians, who have viewed it as a simple military uprising. Yet in this careful study of the episode, based on deep archival research, Patricia Marks reveals it to be the culmination of decades of Peruvian opposition to the Bourbon reforms of the late eighteenth century, especially the Reglamento de comercio libre of 1778. It also marked a radical change in political culture brought about by the constitutional upheavals that followed Napolean's invasion of Spain. Although Pezuela's overthrow was organized and carried out by royalists among the merchants and the military, it proved to be an important event in the development of the independence movement as well as a pivotal factor in the failure to establish a stable national state in post-independence Peru. The golpe de estado may thereby be seen as an early manifestation of Latin American praetorianism, in which a sector of the civilian population, unable to prevail politically and unwilling to compromise, pressures army officers to act in order to &"save&" the state.

Peacetime and wartime recruitment, military life, culture, justice and civil-military relationships are analysed using a wide range of sources and an interdisciplinary approach that combines top-down and bottom-up perspectives. This enables the book not only to assess the contribution the military has made to the country in terms of state-building, nation building, modernization, pedagogical and disciplinary models, gender identity and roles, but also to reconsider the standard taxonomies as well as some established evolutionary models of the armies. Moreover, the Italian military is seen as an internally complex world that is incapable of defining its own one-dimensional identity or of imposing any such identity on its members. Consequently, it is an element in the history of a country that is substantially the same as any other such element and thus important in people’s collective and individual lives whether or not they are in uniform. Rather than being an object of study in and of itself, the military becomes a vantage point from which to observe the Italian history in the long 19th century.
