Book excerpt: The emergence of the metropolitan complex as the characteristic urban form in the United States has raised the question of the adequacy of traditional local governments to cope with changed local conditions. Most studies on this subject have focused on the attempts by suburbs to achieve metropolitan forms of government, stressing the interdependence of local units of government and the resulting need for integrative governments to formulate and execute area-wide policies. This book takes note of the failures of the metropolitan governmental proposals and turns attention to the forces for decentralization in the government of metropolitan areas. In other words, this is a study of the forces for independence—the values that impel local units to cherish and protect their separate identities. It seeks to describe these values not as sentiments, but as actual public policies realized through the actions of local governments. Specifically, it analyzes the way in which local municipal and school fiscal policies and the patterns of inter-local cooperative arrangements reflect the discrete circumstances of the individual suburbs. The locus of the study is the Philadelphia area, but its findings will be of interest to a national as well as a local audience. Approximately 300 municipalities are covered in the analysis. The findings of the study are discussed for their implications for future changes in the governing of metropolitan areas. Although scholarly in its approach to urban problems, this empirical study has been written in a way that will make it understandable and valuable to the lay reader. It is illustrated with maps and charts, and includes a lengthy statistical appendix.

Book excerpt: Philadelphia is a patchwork of the political and economic changes dating back to 1683. Having been re-created repeatedly, each era of the city's development includes elements of the past. In this book, the authors describe the city's evolution into a post-industrial metropolis of old communities and newly expended neighborhoods, in which remnants of 19th-century industries can be seen in today's residential areas. This book explores a wide range of issues impacting upon Philadelphia's post-industrial economy--trends in housing and homelessness, the business community, job distribution, a disintegrating political structure, and increased racial, class, and neighborhood conflict. The authors examine the growth of the service sector, the disparity in the city's urban renewal program that has enriched center city but left most neighborhoods in need, and they evaluate the realistic prospects for regional solutions to some of the problems facing Philadelphia and its suburbs. Author note: Carolyn Adams teaches in the Geography and Urban Studies Department at Temple University. David Bartelt teaches at the Institute for Public Policy Studies at Temple University. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades urban regions around the world have engaged in a new process of development based on the creation of new knowledge. Amidst the globalization of economic activities and the arrival of transformative technologies, knowledge has become the key driver of competitiveness and is profoundly reshaping the patterns of economic growth and activity. This book offers a comprehensive new model of the rise of a Knowledge Economy and its evolutionary development in the Megalopolis. These regions are developing new institutions and governance mechanisms to adapt, disseminate, and utilize available knowledge to promote continuing development of their Knowledge Economies. However, such developments are accompanied by increasing inequalities in incomes and in urban services. This book examines the resilience of some urban regions and their recent emergence as vibrant Knowledge Economies. It also reviews the recent renewal and growth in the Megalopolis-- stretching along the Atlantic Seaboard along the metropolitan areas of Boston, New York, Philadelphia, Baltimore and Washington DC. This book will appeal to researchers and professionals interested in urban and regional development, and to business groups interested in economic development.
