Book excerpt: The Department of Defense (DoD) has relied extensively on contractors to undertake major reconstruction projects and provide support to its deployed forces, but these efforts have not always achieved desired outcomes. Further, the Iraqi government must be able to reduce violence, sustain reconstruction progress, improve basic services, and make a positive difference in the daily lives of the Iraqi people. This statement discusses the following: (1) factors affecting DoD's ability to promote successful acquisition outcomes on its contracts for reconstruction and for support to deployed forces in Iraq, (2) the deteriorating security situation and the capabilities of the Iraqi security forces, and (3) issues affecting the Iraqi government's ability to support and sustain future reconstruction progress. The testimony is based upon GAO's work on Iraq reconstruction and stabilization efforts, DoD contracting activities, and DoD's use of support contractors spanning several years. This work was conducted in accordance with generally accepted government auditing standards. GAO is making no new recommendations in this testimony. GAO has previously made numerous recommendations to improve DoD's management and use of contracts. DOD has generally agreed with these recommendations and has taken some actions to implement them.

This book provides a detailed comparison of the reconstruction of Japan from 1945 to 1952 with the current reconstruction of Iraq, evaluating the key factors affecting the success or failure of such projects. The book seeks to understand why American officials believed that extensive social reengineering aiming at seeding democracy and economic development is replicable, through identifying factors explaining the outcome of U.S.-led post-conflict reconstruction projects. The analysis reveals that in addition to the effective use of material resources of power, the outcome of reconstruction projects depends on a variety of other intertwined factors, and Bridoux provides a new analytical framework relying on a Gramscian concept of power to develop a greater understanding of these factors, and the ultimate success or failure of these reconstruction projects. Appraising the effectiveness of American power in the contemporary international structure, this work is a significant contribution to the field and will be of great interest to all scholars of foreign policy, international relations and conflict studies.

Book excerpt: The scene in Iraq is most troubling; and further failure therein – especially failure in sustainable reconstruction – will compound the tragedy and bring grievous harm to too many: in Iraq, the United States, the Middle East and the Western world. Yet, the current efforts at reconstruction cannot succeed -- as we seem to be making many of the same mistakes that were made post-invasion. Simply put, a national occupying power cannot reconstruct a massive societal vacuum by working only top down. Reconstruction is not the simple reversal of destruction. Sustainability requires serious localized reconstitution of localized community infrastructure. Accordingly, in order to explore how Iraqi communities could be rebuilt in a manner that promotes social justice, economic and political sustainability, and the full participation of all stakeholders, the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts at Boston, USA, hosted a four-day international conference of Iraqi and international scholars and practitioners in July 2007. This volume collects some of the papers that were presented at the conference. Amongst the topics that the contributing authors have explored are the following: the role of organizations and institutions in defining strategies for sustainable rebuilding of community; rebuilding the Iraqi Oil Industry; and, successful project strategies in Iraq’s Kurdistan region.
