Book excerpt: The Higher Education Act of 1965 (HEA; P.L. 89-329) authorizes numerous federal aid programs that provide support to both individuals pursuing a postsecondary education and institutions of higher education (IHEs). Title IV of the HEA authorizes the federal government's major student aid programs, which are the primary source of direct federal support to students pursuing postsecondary education. Titles II, III, and V of the HEA provide institutional aid and support. Additionally, the HEA authorizes services and support for less-advantaged students (select Title IV programs), students pursing international education (Title VI), and students pursuing and institutions offering certain graduate and professional degrees (Title VII). Finally, the most recently added title (Title VIII) authorizes several other programs that support higher education. The HEA was last comprehensively reauthorized in 2008 by the Higher Education Opportunity Act of 2008 (HEOA; P.L. 110-315), which authorized most HEA programs through FY2014. Following the enactment of the HEAO, the HEA has been amended by numerous other laws, most notably the SAFRA Act, part of the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152), which terminated the authority to make federal student loans through the Federal Family Education Loan (FFEL) program. Authorization of appropriations for many HEA programs expired at the end of FY2014 but has been extended through FY2015 under the General Education Provisions Act. This report provides a brief overview of the major provisions of the HEA.

Available in PDF, EPUB and Kindle. Book excerpt: Under increasing pressure to raise graduation rates and ensure that students leave high school college- and career-ready, many school and district leaders may believe that, when students graduate with college acceptances in hand, their work is done. But as Benjamin L. Castleman and Lindsay C. Page show, summer can be a time of significant attrition among college-intending seniors—especially those from low-income families. Anywhere from 10 to 40 percent of students presumed to be headed to college fail to matriculate at any postsecondary institution in the fall following high school. Summer Melt explores the complex factors that contribute to this trend—the absence of school support, confusion over paperwork, lack of parental guidance, and the teenage tendency to procrastinate. The authors draw on findings from fields such as neuroscience, behavioral economics, and social psychology to contextualize these factors. Drawing on a series of research studies, they show how schools and districts can develop effective, low-cost, scalable responses—including counselor outreach, peer mentoring, and using text messages and social media—to help students stay on track over the summer. Summer Melt offers very practical guidance for schools and districts committed to helping their students make the transition to college.
Book Synopsis Higher Education Act Reauthorization by : Charmaine Mercer
Download or read book Higher Education Act Reauthorization written by Charmaine Mercer and published by Nova Science Publishers. This book was released on 2008 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Higher Education Act of 1965 (HEA) as amended, authorises the federal government's major federal student aid programs (Title IV), as well as other programs which provide institutional aid and support (Titles II, III and V). In addition, the HEA authorises services and support to less-advantaged students (select Title IV programs), and to students pursuing international education and certain graduate and professional degrees (Titles VI and VII). The programs authorised bythe HEA are administered by the U.S. Department of Education (ED), and made available an estimated 70% ($94 billion) of all federal, state and institutional aid awarded to post-secondary students in 2005-2006 (excluding tax benefits). The 108th and 109th Congresses each considered but did not complete the HEA reauthorization process. For the 110th Congress, the Higher Education Amendments of 2007 (S. 1642) was introduced by Senator Kennedy on June 18, 2007, and approved by the Senate Health, Education, Labour, and Pensions Committee (HELP)on July 10th. Additionally, much like what occurred during the 109th Congress, this year the reauthorization of the HEA has become heavily intertwined with the budget reconciliation process, as both the Senate HELP Committee and the House Education and Labour Committee have reported budget reconciliation bills that would make numerous changes to programs and provisions contained in the HEA. This book provides a side-by-side comparison of the HEA reauthorization proposal in the HELP Committee-passed version of S. 1642 to current law. The side-by-side is generally organised to correspond with the organisation of S. 1642. The book begins with a brief overview of the titles and major programs of the HEA, and includes a short summary of the larger issues and proposed changes in S. 1642 for each title and program.

Book Synopsis Solving the Dilemmas of Teacher Supply, Demand, and Standards by : Linda Darling-Hammond
Download or read book Solving the Dilemmas of Teacher Supply, Demand, and Standards written by Linda Darling-Hammond and published by . This book was released on 2000 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report explains the growing evidence that investments in teacher knowledge are among the most productive means for increasing student learning. The creation of rigorous professional standards for teachers is one sign of progress in this area. However, new teaching standards will have little import for students, particularly the most vulnerable ones, if school districts continue to hire teachers who are unprepared and assign many teachers outside their fields of expertise. The report discusses whether it is possible to raise standards and have enough teachers. It describes recruitment initiatives to address the problems of teacher supply, demand, and the need to achieve greater equity in all students' access to high-quality teaching. It also examines variations in standards across states and discusses what states and school districts can do to raise teacher standards while equalizing teacher salaries, establish license reciprocity across states, and expand teacher education programs in high-needs fields. The report offers action steps for governors and state legislators as well as state boards of education, state education agencies, and professional standards boards. An appendix presents the basis for cost and attrition estimates. (Contains 10 charts and 28 references.) (SM)
