This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book excerpt: Drawing on 15 months of ethnographic research in one of the most under-developed regions in the Caribbean island of Trinidad, this book describes the uses and consequences of social media for its residents. Jolynna Sinanan argues that this semi-urban town is a place in-between: somewhere city dwellers look down on and villagers look up to. The complex identity of the town is expressed through uses of social media, with significant results for understanding social media more generally. Not elevating oneself above others is one of the core values of the town, and social media becomes a tool for social visibility; that is, the process of how social norms come to be and how they are negotiated. Carnival logic and high-impact visuality is pervasive in uses of social media, even if Carnival is not embraced by all Trinidadians in the town and results in presenting oneself and association with different groups in varying ways. The study also has surprising results in how residents are explicitly non-activist and align themselves with everyday values of maintaining good relationships in a small town, rather than espousing more worldly or cosmopolitan values.
