Book excerpt: This book analyses the categories of thought underpinning Russia’s strategic decision-making and military operations, unpacking their nature, development, and interaction. The work argues that mainstream Western analysis of Russian military and strategic behaviour is affected by two limitations: first, by forcing Russian choices into pre-packaged logics of action, it fails to grasp the peculiar assumptions and intellectual nuances underpinning Moscow’s strategies; second, an overreliance on buzzwords such as ‘hybridity’ has mystified understanding of the Russian military modus operandi, its true character and strong consistencies. The book addresses such limitations by stressing the influence of strategic culture on Russia’s approach to strategy and war-fighting. After proposing an original model of strategic culture, it employs this conceptual framework to interrogate Russian primary sources and military practices between 2008 and 2018. This allows general hypotheses to be formulated about the ultimate principles underpinning the Russian way of war, which are then tested against three case studies: Russia’s interventions in Georgia (2008), Ukraine (2014–2015), and Syria (2015–2018), respectively. While steering clear of making forecasts, this book provides a solid basis on which to build expectations about and to chart strategies for counter-acting Moscow’s actions— including in the context of the current war in Ukraine. This book will be of much interest to students of Russian security, military and strategic studies, foreign policy, and International Relations in general.

Book excerpt: With the Lisbon Treaty in place and the European Union increasingly involved in international crisis management and stabilization operations in places near and far, this volume revisits the trajectory of a European strategic culture. Specifically, it studies the usefulness of its application in a variety of circumstances, including the EU’s operations in Africa and the Balkans as well as joint operations with NATO and the United Nations. The contributors find that strategic culture is a useful tool to explain and understand the EU's civilian and military operations, not in the sense of a ‘cause’, but as a European normative framework of preferences and constraints. Accordingly, classical notions of strategic culture in the field of international security must be adapted to highlight the specific character of Europe's strategic culture, especially by taking the interaction with the United Nations and NATO into account. Though at variance over the extent to which security and defence missions have demonstrated or promoted a shared strategic culture in Europe, the authors reveal a growing sense that a cohesive strategic culture is critical in the EU’s ambition of being a global actor. Should Europe fail to nurture a shared strategic culture, its actions will be based much more on flexibility than on cohesion. This is the first major inquiry into the European scrutiny system in the House of Commons for eight years. There is more that the Committee could do to look at the impact of new proposals. There should be a new requirement to appoint ’Reporters' to take the lead within Committees on EU issues, as well as a more coordinated approach to the Commission Work Programme. Whilst the system need not be scrapped as some have said, it must be enhanced. Many problems arise from the fact that new Members are appointed for each document. The Committee argues forcefully for a return to the permanent membership system, new powers and a change of name to reflect the Committees' core purpose: EU Document Debate Committees. The Committee also examined how EU business is taken on the floor of the House, and the procedures which apply to it.
