Book excerpt: This study establishes that the political, economic and military-technological changes that transform the international system also alter the way in which a state views its and others' responsibilities and burdens for responding to international crises. It assesses the distribution of the costs of raising and supporting arms of service, the risks of deploying them overseas and using them in combat or peace operations, and the extent to which members have a responsibility for maintaining international order in the context of three instances of multinational military intervention: the Multinational Force deployment in Lebanon in 1982-83; the first Persian Gulf War in 1990-91; and the UN and NATO intervention in Bosnia-Herzegovina.

Available in PDF, EPUB and Kindle. Book excerpt: War, as Clausewitz reminds, is the most uncertain of human political and social activities. It also imposes burdens. In an alliance among states for the promotion of collective defense or security, such as the North Atlantic Treaty Organization (NATO), burdens have to be shared. This study looks at the experience of the United States and other member states of NATO in four situations of multinational military intervention - Lebanon, the Persian Gulf, the Balkans, and South Asia - and considers the implications of nuclear arms reductions and nonproliferation for the US and NATO. Each case study represents an important period in the distribution of power, interest, and values, amounting to more than a sequential consideration of incidents of military intervention and/or conflict prevention. These politico-military challenges include a major coalition war, a traditional peacekeeping operation, an exercise in peace enforcement, and a conflict that combines counter-insurgency and counter-terrorism with stability and security operations.

Book excerpt: Kawasaki, Sakade, Zimmerman, and their contributors examine the historical development of burden-sharing among the United States (US) and its allies after World War II, looking at examples from Western Europe and East Asia. Through a series of case studies, the contributors to this volume identify the characteristics and historical transformations in the burden-sharing relationships between the US and its allies. In addition to diplomatic and security concerns, they also look at the economic and financial dimensions of burden-sharing and how all these elements are intertwined. They also address the different dynamics of burden-sharing between the US and Western Europe – notably Germany and the United Kingdom (UK) – on the one hand and between the US and East Asia – particularly Japan and Korea – on the other. In particular, they argue that while Western European countries provided most of the economic and political support for American policies until the 1960s, the economic support from East Asian countries became much more important from the 1970s onwards. This book is a valuable contribution to the literature on burden-sharing and strategic alliance for scholars of international relations and the diplomatic history of the Cold War.

Book excerpt: ZhongXiang Zhang (East-West Center, Honolulu) uses a global model based on marginal abatement cost curves for 12 world regions to estimate the contributions of the three flexibility mechanisms under the Kyoto Protocol, i. e. emissions trading, joint implementation, and the clean development mechanism. He shows how the reduction in compliance costs of industrialized regions depends on the extent to which the flexibility mechanisms will be available. Not surprisingly, the fewer the restrictions on the use of flexibility mechanisms will be, the greater the gains from their use. These gains are unevenly distributed, however, with industrialized regions that have the highest autarkic marginal abatement costs tending to benefit the most. Restrictions on the use of flexibility mechanisms not only reduce the potential of the industrialized regions' efficiency gains, but are also not beneficial to developing countries since they restrict the total financial flows to developing countries under the clean development mechanism. Christoph Bohringer (ZEW, Mannheim), Glenn W. Harrison (University of South Carolina, Columbia), and Thomas F. Rutherford (University of Colorado, Boulder) evaluate the welfare implications of alternative ways in which the EU could distribute its aggregate emission reduction commitment under the Kyoto Protocol across member states. Using a large-scale CGE model, they compare a uniform proportional cutback in emissions and the actual EU burden sharing agreement with an equitable allocation scheme derived from an endogenous burden sharing calculation. The latter equalizes the relative welfare cost across member states.

This report provides a historical presentation of defense burden sharing. Determines the status of U.S. burden sharing initiatives proposed to NATO allies since 1980 and the allies' responsiveness to those initiatives, (2) the allies' record in meeting their military commitments, and (3) the effect of future force reductions on defense burden sharing. Available in PDF, EPUB and Kindle. Book excerpt: This book applies a justice framework to analysis of the actual and potential role of international law with respect to people on the move in the context of anthropogenic climate change. That people are affected by the impacts of climate change is no longer doubted, including with implications for people movement (migration, displacement, relocation, etc.). Climate Change and People on the Move tackles unique questions concerning international responsibility for people movement arising from the inequities inherent to climate change. Corrective and distributive justice provide the analytical backbone, and are explored in a substantial theoretical chapter and then applied to subsequent contextual analysis. Corrective justice supports analysis as to whether people movement in the climate change context could be conceived or framed as harm, loss, or damage which is compensable under international law, either through fault-centred regimes or no-fault regimes (i.e. insurance). Distributive justice supports analysis as to whether such movement could be conceived or framed as a disproportionate burden, either for those faced with movement or those faced with sheltering people on the move, from which duties of re-distribution may stem. This book contributes to the growing scholarship and analysis concerning international law or governance and people movement in response to the impacts of climate change by investigating the bounds of the law where the phenomenon is viewed as one of (in)justice.

This book was released on 2014-10-16 with total page 25 pages. Available in PDF, EPUB and Kindle. Book excerpt: The SDR interest rate is at historic lows. Under the current Rule T-1, the SDR interest rate is calculated as the weighted average of interest rate instruments in the SDR basket, and stood at just 3 basis points for the week of October 13th. Market rates could decline further, which could reduce the SDR interest rate to zero or negative levels under the formula of the current Rule T-1. However, there is no authority under the Articles of Agreement for the Fund to establish a zero or negative SDR interest rate. The wording of the relevant provisions in the Articles does not leave room for a zero or negative rate, and nothing in the legislative history of the First and Second Amendments suggests that zero or negative rates were ever contemplated. Negative SDR interest rates would also have adverse implications for the Fund’s finances. Moreover, very low SDR interest rates affect the functioning of the burden sharing mechanism for deferred charges. Under current Board decisions, the equal burden sharing, where creditors and debtors as a group generate equal amounts to cover deferred charges, requires a minimum positive SDR interest rate to operate. The SDR interest rate has now fallen below that minimum level. This paper proposes technical amendments to Rule T-1 and the burden sharing mechanism to address these issues. In particular, the paper proposes setting a 5 basis point floor on the SDR interest rate, changing the rounding rules on the SDR interest rate and the burden sharing adjustment, and reducing the 1 basis point minimum of the burden sharing adjustment to 0.1 basis point. These measures would preserve a minimal capacity of equal burden sharing aimed at protecting the Fund’s balance sheet, while limiting potential departures of the SDR interest rate from market interest rates.
