Book excerpt: Canute S. Thompson examines the nexus between the place and scope of the educational enterprise of a country and a country's developmental prospects and experience. His central claim is that the sustainable development of a country is a function of the quality of its education system and the levels to which its citizens are educated. He argues that in this calculus, the quality of post-secondary and tertiary education systems is a determinant of a country's prospects for development. In examining the issue of underdevelopment facing the Caribbean, Thompson explains that institutions of higher learning in the region face the imperative of finding ways of becoming both more accessible and more relevant to the developmental needs of the region. Taking account of the provisions of the General Agreement on Trades in Services, he points to the disadvantages this trading arrangement poses for higher education institutions in small developing states and suggests ways in which the vulnerabilities these institutions face may be addressed. While asserting that higher education institutions, including and especially the University of the West Indies, must find ways to remain viable in a highly competitive marketplace, Thompson argues that governments of the region have a duty to ensure the survival and success of these institutions. In this vein, he advances recommendations for the public funding of access to higher education. Thompson also examines impediments to development - such as crime, the decline in social activism, weak institutional processes and leadership, and public mistrust - and explores their connection to education. He concludes that the path to sustainable regional development is dependent on improving the quality of, and access to, education, and that such improvements will in turn help contain crime, inspire social activism, strengthen institutional processes and leadership, and ultimately restore public trust.

Wendy C. Grenade combines various perspectives to tell a Caribbean story about this revolution, weaving together historical accounts of slain Prime Minister Maurice Bishop, the New Jewel Leftist Movement, and contemporary analysis. There is much controversy. Though the Organization of American States formally requested intervention from President Ronald Reagan, world media coverage was largely negative and skeptical, if not baffled, by the action, which resulted in a rapid defeat and the deposition of the Revolutionary Military Council. By examining the possibilities and contradictions of the Grenada Revolution, the contributors draw upon thirty years' of hindsight to illuminate a crucial period of the Cold War. Beyond geopolitics, the book interrogates but transcends the nuances and peculiarities of Grenada's political history to situate this revolution in its larger Caribbean and global context. Grande asserts that, with few exceptions, the matters of Indigenous people and Indian education have been either largely ignored or indiscriminately absorbed within critical theories of education. Furthermore, American Indian scholars and educators have largely resisted engagement with critical educational theory, tending to concentrate instead on the production of historical monographs, ethnographic studies, tribally-centered curricula, and site-based research. It then formulates an approach to engage university students and faculty in partnering with schools and adult education institutions and directly contribute innovative curricula on climate change. The approach is illustrated with several case studies which present curricula developed to support school-based innovation in the Middle East and in Guatemala, and adult education in Haiti and Pakistan, and educators preparation at the university level. The approach followed to develop innovative curriculum follows five steps: 1) What are the specific impacts of climate change in this jurisdiction? How do they impact various human populations? 2) What knowledge, dispositions and behaviors could mitigate the impact of climate change and are there ways in which changes in the behaviors of populations in this jurisdiction could slow down climate change? 3) What are the means of delivery to reach each of the specific populations in this jurisdiction who needs to be educated on climate change? 4) What curriculum can help educate each population? 5) What role can the institution we are collaborating with play in advancing climate change education in that jurisdiction? The various chapters of the book present the conceptual foundation of these programs and illustrate how these programs respond to specific characteristics of local contexts. These programs focus in schools, non-formal settings and educator preparation institutions. The chapters offer examples of general value beyond the specific contexts for which they were designed, as they illustrate how in order to be optimally useful climate change education needs to be firmly grounded in the specifics of a context and responsive to that context.
