Book excerpt: There have been some 20 operations launched under the ESDP but Witney sees that as "a drop in the ocean" compared to the size of the need and the size of the militaries. [...] Other points that Sarkozy highlighted at the time were: • The need to strengthen the ESDP, to renovate NATO and NATO's relationship with France • The importance of updating the European Security Strategy with a contribution from the French White Paper on defence possible contribu- tion from the French White Paper on defence • The need to foster interoperability • The need for a true European armam. [...] He also pointed out that most of the R&T investment in Europe was made by the civilian sector (while in the US the Department of Defense was a big spender on research and technology) and that increasingly this was the driving force in new technologies for military use. [...] the intervention of the coalition in Iraq, the negotiation of the constitutional Lisbon Treaty, and the issue of the Permanent HQ (in Brussels), she commented that in the end, the UK had come on board. [...] He said that there was a need for the Lisbon Treaty and a permanent President of the Council to grasp the issues and make it a crusade at the levels of heads of state and government.

Book Synopsis Towards a Common European Security and Defence Policy by : Preben Bonnén
Download or read book Towards a Common European Security and Defence Policy written by Preben Bonnén and published by LIT Verlag Münster. This book was released on 2003 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The EU made a strong commitment to developing an effective EU led crisis management capacity. By 2003 the EU must be in a position to deploy within 60 days up to 50,000-60,000 troops capable of a full range of so-called Petersberg tasks including: humanitarian and rescue missions, peacekeeping, combat force tasks in crisis management and peacemaking missions." "According to the EU however the initiative should not be seen as a duplication of NATO. Neither should the establishment of a European Force be confused with the concept of a European army. Whether a European army, or a common defence for Europe is more capable of handling the future needs and challenges of the EU is not the subject of this book. Essentially it is about whether a military crisis management system is practical and realistic and how the planned initiatives within the agreed limits are to be transformed into operative policy."--BOOK JACKET.

Book Synopsis The EU Common Security and Defence Policy by : Panos Koutrakos
Download or read book The EU Common Security and Defence Policy written by Panos Koutrakos and published by OUP Oxford. This book was released on 2013-03-21 with total page 460 pages. Available in PDF, EPUB and Kindle. Book excerpt: Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.

Book Synopsis Security and Defence Policy in the European Union by : Jolyon Howorth
Download or read book Security and Defence Policy in the European Union written by Jolyon Howorth and published by Bloomsbury Publishing. This book was released on 2014-06-10 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Common Security and Defence Policy (CSDP) has come a long way since its inception as the European Security and Defence Identity under NATO. Yet more than a decade after emerging as an autonomous entity, with its own capacity for civilian crisis management and military action, the European Union's CSDP is still very much a work in progress. This fully revised and updated new edition provides the most comprehensive account available of the CSDP and the debates surrounding it. Written by a leading authority in the field, the second edition draws on the author's own extensive research in the area, including hundreds of interviews with key actors, and takes account of developments since the reforms of the Lisbon Treaty. A brand new chapter assesses international relations theory and European integration theory as tools to understand the CSDP, and critically engages with theoretical approaches that view security and defence policy as the exclusive domain of sovereign nation-states. The book concludes with an analysis of future hurdles for the European Union as it responds to new and often unpredictable crises across the globe.

Book Synopsis European Military Crisis Management by : Bastian Giegerich
Download or read book European Military Crisis Management written by Bastian Giegerich and published by Routledge. This book was released on 2017-10-03 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: International demand for military crisis-management missions continues to grow and demand for troops continues to outstrip supply. Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

Book Synopsis The Development of British Defence Policy by : David Brown
Download or read book The Development of British Defence Policy written by David Brown and published by Routledge. This book was released on 2016-03-16 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Britain's military forces have rarely been busier. It is therefore crucial to understand the developing trends and underlying assumptions of British Defence Policy, in regard to both foreign policy and international security. This volume, which covers both the Blair and Brown eras in defence policy making, places developments post 11 September in a wider context, assessing the impact of key personalities and events on a range of issues, notably the perennial concern of military overstretch. By critically appraising contemporary developments, and examining the driving policy in specific cases, this volume provides a relevant and up-to-date assessment of this vital policy area. As well as being contemporary in its analysis, the work is also comprehensive in scope, embracing both policy objectives - such as the expeditionary strategy and the desire to be a bridge between the US and EU - and the instruments that underpin such policy.

Book Synopsis European Security Since the Fall of the Berlin Wall by : Frederic Merand
Download or read book European Security Since the Fall of the Berlin Wall written by Frederic Merand and published by University of Toronto Press. This book was released on 2011-01-01 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: There have been dramatic changes to the landscape of European security in the twenty years since the fall of the Berlin Wall. The essays in European Security Since the Fall of the Berlin Wall collectively take stock of how approaches to security in Europe have changed, both in practice and in theory, since the end of the Cold War. Organized into three sections, this collection begins with an exploration of the broad changes in Europe's security environment relating to issues such as terrorism and the rising importance of energy security. The second section describes the adaptations of Europe's institutional framework, including the transformation of NATO and the evolution of European armed forces, while the closing essays examine regional security issues with the Middle East, the Balkans, and Russia. Covering a broad spectrum of theoretical approaches and written in a clear, engaging style, European Security Since the Fall of the Berlin Wall will illuminate European security debates for years to come.
