Book Synopsis Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites by : National Research Council
Download or read book Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites written by National Research Council and published by National Academies Press. This book was released on 2013-02-27 with total page 423 pages. Available in PDF, EPUB and Kindle. Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

Book excerpt: Site Remediation: Planning and Management describes the management of remediation from a planning perspective, skillfully combining Superfund requirements and site remediation strategy in one practical volume. It clarifies and suggests remedies for the current quagmire of confusing Superfund reform and slow, expensive site remediation by thoroughly explaining the Superfund program and then describing how each of its components can fit into an integrated planning and management strategy. Site Remediation covers environmental sampling, site characterization, risk assessment, cleanup criteria, technology and technology screening, and public participation. Detailed and comprehensive, yet easy to understand, this book contains all you need to know about this important subject.

Book Synopsis Assessment of the Performance of Engineered Waste Containment Barriers by : National Research Council
Download or read book Assessment of the Performance of Engineered Waste Containment Barriers written by National Research Council and published by National Academies Press. This book was released on 2007-09-22 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: President Carter's 1980 declaration of a state of emergency at Love Canal, New York, recognized that residents' health had been affected by nearby chemical waste sites. The Resource Conservation and Recovery Act, enacted in 1976, ushered in a new era of waste management disposal designed to protect the public from harm. It required that modern waste containment systems use "engineered" barriers designed to isolate hazardous and toxic wastes and prevent them from seeping into the environment. These containment systems are now employed at thousands of waste sites around the United States, and their effectiveness must be continually monitored. Assessment of the Performance of Engineered Waste Containment Barriers assesses the performance of waste containment barriers to date. Existing data suggest that waste containment systems with liners and covers, when constructed and maintained in accordance with current regulations, are performing well thus far. However, they have not been in existence long enough to assess long-term (postclosure) performance, which may extend for hundreds of years. The book makes recommendations on how to improve future assessments and increase confidence in predictions of barrier system performance which will be of interest to policy makers, environmental interest groups, industrial waste producers, and industrial waste management industry.
Book Synopsis Hazardous Waste Planning by : J. Andy Soesilo
Download or read book Hazardous Waste Planning written by J. Andy Soesilo and published by CRC Press. This book was released on 1995-04-07 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new book describes the management of hazardous waste programs in the private and public sectors from the planning perspective. Hazardous Waste Planning covers a wide variety of planning components as well as the types of hazardous waste planning. It systematically compiles various sources of documentation in the field of hazardous waste management and planning and blends them into an integrated planning text. The twelve chapters in the book are divided into five main topical sections. The introduction presents problems and issues confronting individuals in the hazardous waste management and planning profession. Most importantly, it provides approaches to address these problems. The fundamental of hazardous waste planning are reviewed along with the scope of hazardous waste planning. Legal aspects are presented, such as statutory and regulatory frameworks, rule development, and state authorization. Data requirements and management are detailed, and a system approach to data analysis is offered. The book provides numerous types of hazardous waste planning methods and programs, allowing readers to choose the one that best suits their objectives. A comprehensive discussion is included regarding site correction and remediation planning. The book details important response procedures for on-site and community emergencies. The book addresses citizen participation planning, offering details for strategizing community relations and developing a public participation plan. The text concludes with a look at hazardous waste planning trends and aspects of local government management of hazardous waste.

This practice-oriented book focuses on the cradle-to-grave program for managing hazardous wastes under the Resource Conservation and Recovery Act (RCRA). The RCRA program regulates the handling of these wastes by generators, transporters and treatment, storage and disposal facilities, and regulates a large segment of industry involved in manufacturing. The chapters in this updated edition of The RCRA Practice Manual are written by an impressive roster of environmental lawyers who practice extensively in this area. The guide clearly explains this dynamic law, its background, regulatory structure and procedures, and the implications RCRA has for your client or company. The authors offer practical suggestions and guidance that are essential to minimize the risk of penalty and to soften the blow when liability cannot be avoided. numerous judicial and regulatory developments since the first edition, including issues such as EPA over-filing, imminent and substantial endangerment, citizen suits, and recent EPA determinations, draft and final guidances, amendments, and reform programs.
