Le rapport révèle également que lorsque les gouvernements et les autres acteurs de la gouvernance créent un environnement favorable et invitent la population dans des espaces fermés, cela peut donner lieu à des changements qui bénéficieront d’une meilleure appropriation et d’un soutien accru.
