La France, forte de sa réputation, reste la première destination touristique mondiale, mais les perspectives en la matière ont aiguisé les appétits et de nouvelles destinations attrayantes sont apparues, rencontrant un succès rapide, telle l’Europe du Nord. L’autosatisfaction et la désinvolture ne sont plus de mise, pas plus que les traditionnelles guerres picrocholines entre institutionnels, au risque de se faire damer le pion par des destinations plus entreprenantes et plus dynamiques. Dans un tel contexte, il est plus urgent que jamais de faire de l’art de vivre à la française une arme de séduction déployée en direction des touristes étrangers. Les rapporteurs Jeanine Dubié et Philippe Le Ray ont établi 25 propositions visant à mieux mesurer la qualité de l'accueil des touristes, mieux cibler la promotion de la destination France, atténuer la perte de repères et fluidifier la circulation des touristes, assurer la sécurité des visiteurs et le faire savoir, développer et diversifier l'offre d'hébergement,répondre aux attentes et préparer l'avenir.
