Available in PDF, EPUB and Kindle. Book excerpt: The American public has a fascination with railroad wrecks that goes back a long way. One hundred years ago, staged railroad accidents were popular events. At the Iowa State fair in 1896, 89,000 people paid $20 each, at current prices, to see two trains, throttles wide open, collide with each other. "Head-on Joe" Connolly made a business out of "cornfield meets" holding seventy-three events in thirty-six years. Picture books of train wrecks do good business presumably because a train wreck can guarantee a spectacular destruction of property without the messy loss of life associated with aircraft accidents. A "train wreck" has also entered the popular vocabulary in a most unusual way. When political manoeuvering leads to failure to pass the federal budget, and a shutdown is likely of government services, this is widely called a "train wreck. " In business and team sports, bumbling and lack of coordination leading to a spectacular and public failure to perform is also called "causing a train wreck. " A person or organization who is disorganized may be labelled a "train wreck. " It is therefore not surprising that the public perception of the safety of railroads centers on images of twisted metal and burning tank cars, and a general feeling that these events occur quite often. After a series of railroad accidents, such as occurred in the winter of 1996 or the summer of 1997, there are inevitable calls that government "should do something.

Available in PDF, EPUB and Kindle. Book excerpt: Simulation continues to be a growth area in transportation human factors. From empirical studies in the laboratory to the latest training techniques in the field, simulators offer myriad benefits for the experimenter and the practitioner. This book draws together current trends in research and training simulators for the road, rail, air and sea sectors to inform the reader how to maximize both validity and cost-effectiveness in each case. Simulators for Transportation Human Factors provides a valuable resource for both researchers and practitioners in transportation human factors on the use of simulators, giving readers concrete examples and case studies of how simulators have been developed and used in empirical research as well as training applications. It offers useful and usable information on the functional requirements of simulators without the need for any background knowledge on the technical aspects, focusing on the state of the art of research and applications in transport simulators rather than the state of the art of simulation technology. The book covers simulators in operational terms instead of task simulation/modelling and provides a useful balance between a bottom-up, academic approach and a top-down, practical perspective.

Book excerpt: If indeed scientists and technologists, especially economists, set much of the agenda by which the future is played out, and I think they do, then the student of scientific methodology and public ethics has at least three options. He can embrace certain scientific methods and the value they hold for social decisionmaking, much as Milton Friedman has accepted neoclassical econom ics. Or, he can condemn them, regardless of their value, much as Stuart Hampshire has rejected risk-cost-benefit analysis (RCBA). Finally, he can critically assess these scientific methods and attempt to provide solutions to the problems he has uncovered. As a philosopher of science seeking the middle path between uncritical acceptance and extremist rejection of the economic methods used in policy analysis, I have tried to avoid the charge of being "anti science". Fred Hapgood, in response to my presentation at a recent Boston Colloquium for the Philosophy of Science, said that my arguments "felt like" a call for rejection of the methods of risk-cost-benefit analysis. Not so, as Chapter Two of this volume should make eminently clear. All my criticisms are construc tive ones, and the flaws in economic methodology which I address are uncovered for the purpose of suggesting means of making good techniques better. Likewise, although I criticize the economic methodology by which many technology assessments (TA's) and environmental-impact analyses (EIA's) have been used to justify public projects, it is wrong to conclude that I am anti-technology.

Available in PDF, EPUB and Kindle. Book excerpt: Only recently has the phenomenon of technology become an object of in terest for philosophers. The first attempts at a philosophy of technology date back scarcely a hundred years - a span of time extremely short when com pared with the antiquity of philosophical reflections on nature, science, and society. Over that hundred-year span, speculative, critical, and empiricist approaches of various sorts have been put forward. Nevertheless, even now there remains a broad gap between the importance of technology in the real world and the sparse number of philosophical works dedicated to the under standing of modern technology. As a result of the complex structure of modern technology, it can be dealt with in very different ways. These range from metaphysical exposition to efforts aimed at political consensus. Quite naturally, within such a broad range, certain national accents can be discovered-; they are shaped by a com mon language, accepted philosophical traditions, and concrete problems requiring consideration. Even so, the worldwide impact of technology, its penetration into all spheres of individual, social, and cultural life, together with the urgency of the problems raised in this context - all these demand a joint philosophical discussion that transcends the barriers of language and cultural differences. The papers printed here are intended to exemplify such an effort at culture-transcending philosophical discussion.
