Book Synopsis The Economic Effects of Surface Freight Deregulation by : Clifford Winston
Download or read book The Economic Effects of Surface Freight Deregulation written by Clifford Winston and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: For close to 100 years, America's surface freight industries, primarily rail and trucking, operated under the protective wing of the U.S. government. In 1980 Congress, finding vast inefficiencies in the two industries, substantially deregulated both, opening them at last to market competition. Deregulation has brought with it many changes—for firms within the industries, for their labor force, and for shippers and their customers. Clifford Winston, Thomas M. Corsi, Curtis M. Grimm, and Carol A Evans provide a comprehensive evaluation of the effect of the deregulation legislation on the rail and trucking industries. According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
Book Synopsis Railroad Law a Decade After Deregulation by : Frank J. Dooley
Download or read book Railroad Law a Decade After Deregulation written by Frank J. Dooley and published by Praeger. This book was released on 1994-11-22 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Railroads, our first large corporations, are rapidly adapting to the deregulated climate of the 1990s. As we approach the 21st century, this book tells the story of the changing role of railroads in our economy and how the law has changed to meet the new competitive environment. Topics include abandonment and extension, railway labor law, rail passenger service, short line spinoffs, special problems of railroad employment and parallel deregulatory activity in Canada. The authors deal with the changing railroad environment by describing the rail network of today, which has shrunk in route-miles but is in better shape than at any time since World War II. The changing role of rail employment is discussed, as well as government operation of Amtrak and commuter rail services. What regulation remains with the Interstate Commerce Commission and Federal Railroad Administration is described in detail. Finally, the authors go north of the border to show how Canada is facing rail deregulation and how Canadian railroads are playing a major part in the U.S. transportation scene. The authors close with a look at railroading as we approach the 21st century. Dooley and Thoms have written a comprehensive book for lawyers and rail enthusiasts alike.

Book Synopsis The Interstate Commerce Commission and the Railroad Industry by : Richard D. Stone
Download or read book The Interstate Commerce Commission and the Railroad Industry written by Richard D. Stone and published by Praeger. This book was released on 1991-12-11 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work explores the philosophy, actions, and policies of the Interstate Commerce Commission by focusing on the development of its railroad regulation practices, particularly since 1976. Richard Stone traces the radical change in the ICC's view of the rail industry, from the maximum control it exercised for many years through the unilateral deregulation that was begun in 1978. He considers the forces and pressures that contributed to the Commission's actions, including Congress, the president, the railroads, rail shippers, and academicians. The book begins with two chapters that survey the history of the ICC and rail regulation through the mid-1970s. Stone then turns to the events of 1976, when the seeds of deregulation were sown with the election of Jimmy Carter and the passage of the Railroad Revitalization and Regulatory Reform (4R) Act. Subsequent chapters cover the years between the 4R Act and the Staggers Act, which were characterized by the Commission's changing attitude toward rail regulation; the background and provisions of the 1980 Staggers Act and the events that followed it; and the recent events and changes in philosophy that have taken place at the ICC with regard to the rail industry. This study, the first to be published on the ICC since 1976, follows that body's transformation from a powerful independent commission to a much smaller and less influential institution. The work will be a valuable resource for students of public policy, transportation studies, and political science.
Book Synopsis The Transition to Deregulation by : William Tye
Download or read book The Transition to Deregulation written by William Tye and published by Praeger. This book was released on 1991-05-30 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: William Tye draws on his large body of work in the area of railroad deregulation to address specific economic problems associated with deregulation. He elucidates principles that can be applied to any major industry entering the competitive marketplace--particularly telecommunications and other utilities, including gas and electric. Tye has updated and revised his previous articles and structured them into an integrated framework. Each section addresses a major issue and can be read on a stand-alone basis. By providing appropriate economic models and rules for successful transition, this work is designed to encourage a smooth changeover to deregulation. It is important, Tye says, to recognize that the original problems regulation sought to solve do not simply go away, and that new problems can be created by the transition itself. He stresses the need to deal with legacies from the regulated past, such as investments, policies, labor contracts, and sunk investment costs by buyers. He explains why explicit regulatory intervention may be required to correct equity and efficiency imbalances. Sections cover topics such as finance and revenue adequacy, pricing, mergers, and competitive access and will serve as a valuable resource for attorneys, regulatory commission staff, academics, and consultants.
