Book excerpt: The single most important domestic source of oil and gas is managed by the Texas Railroad Commission. As a result, the Commission has for decades exerted a profound influence on United States and world energy policy. This influence may even increase with the recent decision to remove price controls on oil and gas. Commission decisions determine where and when oil and gas wells are drilled, how much can be produced from them, and how the products can be transported. Since the 1930s the Commission has heavily influenced both the supply and the price of petroleum in the rest of the country simply because Texas provides such a large proportion of the United States' petroleum. As might be expected with the management of resources worth billions of dollars, the Railroad Commission has been an arena of intense political maneuvering. David Prindle examines in detail seven policymaking episodes, covering five decades of the Commission's history. He recounts the economic and political cleavages arising from clashes of interest, the efforts of individuals and organizations to exert influence, the motives and methods underlying the policy choices of the Commissioners, and the political and economic consequences of those choices, both for Texas and for the rest of the country. This detailed look at the Railroad Commission and the politics of petroleum in Texas will be of interest to the general public and all those involved in the oil and gas industry. Scholars and students in the field of policy studies, especially energy policy, will find this book to be an invaluable guide to an important sector of the American petroleum industry.

Available in PDF, EPUB and Kindle. Book excerpt: An energy industry insider delivers hard truths about the reality of fracking. Conventional wisdom has North America entering a new era of energy abundance thanks to shale gas. But has industry been honest? Cold, Hungry and in the Dark argues that declining productivity combined with increasing demand will trigger a crisis that will cause prices to skyrocket, damage the economy, and have a profound impact on the lives of nearly every North American. Relying on faulty science, bought-and-paid-for-white papers masquerading as independent research and “industry consultants,” the “shale promoters” have vastly overstated the viable supply of shale gas resources for their own financial gain. This startling exposé, written by an industry insider, suggests that the stakes involved in the Enron scandal might seem like lunch money in comparison to the bursting of the natural gas bubble. Exhaustively researched and rigorously documented, Cold, Hungry and in the Dark: · Puts supply-and-demand trends under a microscope · Provides overwhelming evidence of the absurdity of the one hundred-year supply myth · Suggests numerous ways to mitigate the upcoming natural gas price spike The mainstream media has told us that natural gas will be cheap and plentiful for decades, when nothing could be further from the truth. Forewarned is forearmed. Cold, Hungry and in the Dark is vital reading for anyone concerned about the inevitable economic impact of our uncertain energy future. “Powers’s step-by-step dismantling of the abundance myth ought to alarm policymakers, corporate managers, investors, business owners, and concerned citizens alike.”—Kurt Cobb, author of Prelude and contributor to The Christian Science Monitor

Book excerpt: Innovation Dynamics and Policy in the Energy Sector discusses the process and future of global innovation in the energy sector based on the innovation leadership example of Texas. The book proposes that the positive dynamics of Texas energy sector innovations arises from a confluence of factors, including supportive institutions, the management of technological change, competitive markets, astute public policy, intraindustrial collaboration, a cultural focus on change and risk-taking, and natural resource abundance. Heavily case-study focused chapters review the fundamental drivers of innovation, from key discoveries at Spindletop; the proliferation of oil production through major field development; through electric sector deregulation; and recent innovation in hydraulic fracking, renewable integration, and carbon capture. The work closes to argue that sustainable global innovation addressing the twin challenges of climate change and the energy transition must be driven by the promotion of competition and risk-taking which continually promotes the development of ideas, a process jointly funded by the public and private sectors and supported by collaborative and competitive institutions. - Reviews the fundamental drivers of energy innovation and examines each driver through 10 key episodes in the Texas energy innovation experience, inclusive of guidance to the international research community based on their example. - Establishes the critical impact of constructive energy policy, energy technology, and power markets in cultural settings that invite change and risk-taking and proposes them as key factors in building sustainable innovation. - Consolidates current research and practice related to innovation from the perspectives of established (economics and engineering) and emergent (innovation economics and econometrics) disciplines.

Available in PDF, EPUB and Kindle. Book excerpt: On January 15, 1923, a crowd of more than a thousand angry men assembled in Harrison, Arkansas, near the headquarters of the M&NA Railroad, which ran through the heart of the Ozark Mountains. The mob was prepared to use any measure necessary to end the strike of railroad employees that had dragged on for nearly two years, endangering livelihoods and businesses in an area with few other means of transportation. Supported by local officials, the mob terrorized strikers and sympathizers—many were stripped and beaten, and one man was lynched, hanged from the railroad bridge south of town. Over the next several days, similar riots broke out in other towns along the M&NA line, including Leslie and Heber Springs. This violence effectively brought to a close one of the longest rail strikes in American history—the only one, in fact, ended by a mob uprising. In Mob Rule in the Ozarks, Kenneth C. Barnes documents how the M&NA Railroad strike reflected some of the major economic concerns that preoccupied the United States in the wake of World War I, and created a rupture within communities of the Ozarks that would take years to heal. The conflict also foreshadowed, for both the region and the country, the pendulum’s swing back to moneyed interests, away from Progressive Era gains for labor. Poignantly for Barnes, who sees parallels between this historic struggle and present-day political tensions, the strike revealed the fragile line between civil order and mob rule.
