Book excerpt: While the value of real estate located near train stations may benefit from the increased access and mobility that rail transit systems provide, in most cases these properties are also subject to the negative aspects--for example noise, vibration, and crowding--that are characteristic of close proximity to rail infrastructure. Because closeness to rail transit often simultaneously produces such a mix of amenity and disamenity for those living or working nearby, the true impact of rail station proximity on property values is often difficult to measure. This study seeks to clarify the nature of the relationship between rail station access and property values by focusing on the impact of Charlotte, North Carolina's rail transit system on the price of nearby residential property. Sales price data for homes within one mile of three types of rail infrastructure--existing light rail stations, light rail stations currently under construction, and a proposed heavy rail commuter line--was collected, and hedonic price models were used to estimate the effect of rail proximity on the sales value of these homes. Among the properties analyzed, only single-family homes located near existing light rail stations benefitted from higher sales prices with increased proximity to the transit system. Other properties within one mile of Charlotte's rail transit network--including condominiums near existing light rail stations, single-family homes near stations under construction, and single-family homes near a proposed commuter line--saw their values decrease with increased closeness to rail infrastructure.

Our beginning happened to coincide with the publication of David Aschauer's article on public capital and productivity, which induced a large flow of publications in this field. Infrastructure has indeed been a hot topic in policy and research during the past decade. It is surprising, however, that the number of monographs on spatial and economic impacts of infrastructure has remained very limited. The aim of this book is to contribute to the literature in a consolidated way. A distinguishing feature of our book is that we analyze infrastructure impacts using various methods (both modelling and non-modelling) at a variety of spatial levels (from local to international). Other special features are that we make ample use of 'accessibility' as a bridge concept between the areas of infrastructure and the economy. Finally, we not only treat transport infrastructure projects as given, as is the usual approach in infrastructure impact research, but we also analyze the factors influencing infrastructure supply. We have adopted a mainly non-technical approach throughout most of the book. This means that it can also be used by readers without a strong back ground in statistics, modelling or micro-economics.

This dissertation proposes a more comprehensive theory of the positive and negative relationships between property values and transportation investments that distinguishes different effects by mode (rail vs. road), by network component (nodes vs. links), and by distance from them. It hypothesizes that transportation investment generates improvement in accessibility that accrue only to the nodes such as highway exits and light rail stations. Simultaneously, it tests the hypothesis that both transport nodes and links emanate short-distance negative nuisance effects due to disamenities such as traffic and noise. It also tests the hypothesis that nodes of both modes generate a net effect combining accessibility and disamenities. For highways, the configuration at grade or above/below ground is also tested. In addition, this dissertation hypothesizes that the condition of road pavement may have an impact on residential property values adjacent to the road segments. As pavement condition improves, value of properties adjacent to a road are hypothesized to increase as well. A multiple-distance-bands approach is used to capture distance decay of amenities and disamenities from nodes and links; and pavement condition index (PCI) is used to test the relationship between road condition and residential property values. The hypotheses are tested using spatial hedonic models that are specific to each of residential and commercial property market. Results confirm that proximity to transport nodes are associated positively with both residential and commercial property values. As a function of distance from highway exits and light rail transit (LRT) stations, the distance-band coefficients form a conventional distance decay curve. However, contrary to our hypotheses, no net effect is evident. The accessibility effect for highway exits extends farther than for LRT stations in residential model as expected. The highway configuration effect on residential home values confirms that below-grade highways have relatively positive impacts on nearby houses compared to those at ground level or above. Lastly, results for the relationship between pavement condition and residential home values show that there is no significant effect between them.Some differences in the effect of infrastructure on property values emerge between residential and commercial markets. In the commercial models, the accessibility effect for highway exits extends less than for LRT stations. Though coefficients for short distances (within 300m) from highways and LRT links were expected to be negative in both residential and commercial models, only commercial models show a significant negative relationship. Different effects by mode, network component, and distance on commercial submarkets (i.e., industrial, office, retail and service properties) are tested as well and the results vary based on types of submarket.Consequently, findings of three individual paper confirm that transportation investments mostly have significant impacts on real-estate properties either in a positive or negative direction in accordance with the transport mode, network component, and distance, though effects for some conditions (e.g., proximity to links of highway and light rail, and pavement quality) do not significantly change home values. Results can be used for city authorities and planners for funding mechanisms of transport infrastructure or validity of investments as well as private developers for maximizing development profits or for locating developments.

Book excerpt: Considered to be one of the most successful recent economic development projects in New York City, the transformation of a recent section of former New York Central Railroad elevated track to the now-famous High Line Park has been the envy of designers and preservationists in cities across the US. The High Line project has been looked to as a model for a large number of cities with significant tracts of disused industrial infrastructure from the heyday of American railroads. Philadelphia is just one example of a community that has been attempting to replicate the High Line's success. However, the significant capital investment required to adaptively reuse elevated railroad structures is challenging. A critical examination of the High Line's economic impact, this study attempts to balance the sticker shock of such capital investment with the ongoing development benefit. It considers the number of jobs created by the project, the increase in household income and property values within the neighborhoods adjacent to the line, and subsequent demands on other industries. The study employs two quantitative methods to arrive at its conclusions: (1) Impact Analysis for Planning (IMPLAN) software for measuring the exact the dollar amount of economic benefits from historic preservation; (2) Geographic Information System (GIS) to present the changes of property values by collecting the data of property values along the High Line. This thesis concludes that there has been a positive economic impact from the High Line Park development.
