Within this framework, poor health—obesity, asthma, diabetes, STIs, addiction, and high-risk pregnancies—is attributed to irresponsible lifestyle choices among the racialized poor. Countering this, Latinx writers and visual artists envision health not as individual duty but as communal responsibility. Bringing a disability justice approach to questions of health access and equity, Minich locates a concept of radical health within the work of Latinx artists, including the poetry of Rafael Campo, the music of Hurray for the Riff Raff, the fiction of Angie Cruz, and the performance art of Virginia Grise. Radical health operates as a modality that both challenges the stigma of unhealth and protests the social conditions that give rise to racial health disparities. Elaborating on this modality, Minich claims a critical role for Latinx artists in addressing the structural racism in public health.

In Health Care as a Right of Citizenship, Gunnar Almgren argues that the ACA's primary significance is not in its expansion of health care entitlements but in its affirming by an act of Congress the idea that comprehensive health care must be available to all as a right of citizenship. The mainstream American public now views access to affordable health care to all citizens as a crucial function of just and effective governance—and any proposed alternative to the ACA must be reconciled with that expectation. This ambitious book examines how the American health care system must be further reformed to bring it closer in line with the ideals of a modern democracy, as well as how the ACA may change in the coming years. Embracing a new institutionalist approach, it develops two analytical perspectives: determination, which identifies the mechanisms of social health insurance, and strategic interaction, which explores the interaction among social health insurance agencies, healthcare providers, patients, and institutions. It reveals the poor performance of social health insurance in decreasing out-of-pocket health expenditures caused by a trade-off between the reimbursement, behavior management, and purchasing mechanisms of social health insurance programs. Further, it finds that the inequitable allocation of healthcare resources and patients’ concerns regarding the benefits offset the strategies used by social health insurance agencies to manage care-seeking behavior. It also discovers that the complex interactions between insurance agencies, doctors, patients and a larger disenabling institutional surrounding restricts the purchasing efficiency of social health insurance. This book is characterized by its unique synthesis of the role of the institutional arrangement of social health insurance in China, the interaction between the stakeholders in health sectors, and of the relationship between healthcare institutions, actors, and policy outcomes. Demarcating the healthy from the surplus, the worker from the “unfit” to work, the authors argue, serves not only to undermine solidarity but to mark whole populations for extraction by the industries that have emerged to manage and contain this “surplus” population. Health Communism then looks to the grave threat capital poses to global public health, and at the rare movements around the world that have successfully challenged the extractive economy of health. Ultimately, Adler-Bolton and Vierkant argue, we will not succeed in defeating capitalism until we sever health from capital.
