Qu'est ce qui explique ces difficultés et comment faire pour rendre plus efficace cet enseignement supérieur afin de rehausser les niveaux et le rendre compétitif sur le plan sous régional et international ? Cette question nous a conduit à nous intéresser à l'étude de son efficacité interne. Le présent travail est une contribution à la recherche de facteurs de ces difficultés et d'alternatives pour y remédier. Il tente de dégager des pistes de réflexion sur l'amélioration des conditions de travail de l'Université de Bamako.La Faculté des Lettres, Langues, Arts et Sciences humaines de l'Université de Bamako a été retenue comme terrain de la recherche. Après la recherche documentaire pour l'élaboration d'une revue de littérature, la préférence a été donnée en premier lieu à une analyse des résultats d'examens de deux promotions de la filière Sciences de l'éducation de 2001 à 2009. Dans l'analyse il a été question d'indicateurs tels que l'évolution des effectifs, les taux de réussite, d'abandon, d'exclusion, le genre et les caractéristiques extra universitaires des étudiants. Cette analyse qui a conclu à une faible efficacité interne de l'Université de Bamako a été suivie par d'autres investigations par entretiens, observations et questionnaires auprès d'un échantillon d'étudiants, d'enseignants et d'administrateurs de l'Université. Après une analyse des données recueillies lors de ces investigations, nous avons terminé par une discussion de l'ensemble des résultats.

Book excerpt: Le constat est que de plus en plus, le nombre d'étudiants entrant dans l'enseignement supérieur croît d'année en année et par la suite fait croître le nombre de diplômés de l'enseignement supérieur. Cependant, le rythme d'insertion professionnelle de ces diplômés demeure timide. Ce qui du coup accroît d'année en année le taux de chômage des diplômés du supérieur. Selon les enquêtes nationales, en 2004, le taux de chômage des diplômés du supérieur était d'environ 19% et dépasse celui au niveau national qui était de 9%. En 2010, ce taux est passé à 25%. Cela suppose qu'il faudrait accorder une attention particulière pour leur insertion. C'est pourquoi, nous avons posé la question de savoir : quelles stratégies faudrait-il mettre en place pour favoriser l'insertion des diplômés du supérieur ? Une analyse a été faite des circuits classiques d'insertion notamment la fonction publique et le secteur privé malien. D'après les statistiques, ces 2 circuits présentent des rigidités quant à l'embauche de milliers de diplômés qui sortent du système d'enseignement supérieur malien. Ainsi, nous nous sommes orientés vers l'entrepreneuriat en estimant qu'il pourrait être un vecteur de création d'emploi pour eux et qui serait appuyé par la politique d'aide à l'entrepreneuriat inscrite dans un programme dit « Programme Emploi Jeunes ». Pour cela, nous avons retenu deux hypothèses : (1) : l'entrepreneuriat est un facteur de création d'emploi pour les diplômés de l'enseignement supérieur, (2) : la politique d'aide à l'entrepreneuriat permet de favoriser ce processus. Après une analyse descriptive du fonctionnement du marché du travail au Mali et après l'étude de plusieurs théories et travaux de recherches liés au capital humain et au rôle des compétences dans le domaine de l'entrepreneuriat, nous sommes parvenus aux résultats suivants en lien avec nos hypothèses de base : 1-Oui, l'entrepreneuriat est un facteur de création d'emploi pour les diplômés du supérieur. 2-Non, la politique d'aide à l'entrepreneuriat ne favorise pas ce processus.

D'autre part, les situations problématiques découlant du fonctionnement des écoles privées malgré l'obligation de conformisme aux recommandations qui leur incombe, doivent être jugulées par l'État en vue d'atteindre efficacement les objectifs éducatifs nationaux.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

This can be seen not only in professionalisation in fields such as faculty management or in areas of quality assurance and internationalisation, but also in the need for exchange and training in academic leadership, such as that of deans or study deans, or of university leadership in general. The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. They all revolve around the best ways to address the needs and challenges in higher education leadership and management, and in building capacities in these areas.
