Book excerpt: Robert Young discusses the ways in which Canadians might reconstitute their country after Quebec separates and considers possible political and economic arrangements between Quebec and Canada - the "association" aspect of sovereignty-association - including the breakdown of economic cooperation. Arguing that the long-term future of Canada and the shape of Canada-Quebec relations will depend on how the transition to sovereignty takes place, Young provides a clear and detailed analysis of how the transition is likely to occur. His discussion addresses major issues to be negotiated during the secession - citizenship, national debt, borders, armed forces and public service, commercial and economic relations, currency, First Nations, minority rights, mobility and immigration, and environmental matters. For comparison, Young draws on the experiences of other countries where peaceful secession has occurred, including Czechoslovakia. The second edition includes a new preface and concluding chapter that discuss to what extent the situation has changed since the referendum of 1995.

Book excerpt: Relations between Canada and Quebec have never been easy. Beginning with the Conquest and working through the many political permutations before Confederation and since, there has always been conflict between the two governments and, in particular, between two points of view. The rebellions of 1837-8, conscription, the Quiet Revolution, language laws, the FLQ crisis and endless constitutional wrangles such as Meech Lake are just a sampling of the issues that have divided the nation. The cast of characters has been fascinating, too: Pierre Trudeau, Brian Mulroney, Robert Bourassa, and Rene Levesque have all played centre stage. In the wake of a razor-thin majority for federalist forces in the referendum of 1995, the issue of separation continues to be complicated by the division of the huge national debt, the possibility of further territorial partition within a separate Quebec, the rights of First Nations people, and the spectre of separatist movements in Eastern Europe in recent years. Through interviews with a wide variety of politicians, journalists, and academics, Robert Bothwell skilfully weaves together a coherent account of the relationship between Canada and Quebec. We hear from Jean Chretien, Sharon Carstairs and Ovide Mercredi; Lise Bissonnette and Graham Fraser; Michael Bliss and Ramsay Cook; and many more. The text is an absorbing collage of personal accounts and considered opinions, one that acquaints us with the many different facets of this complicated yet crucial question: how did Canada and Quebec get to this impasse, and where do we go from here?

Available in PDF, EPUB and Kindle. Book excerpt: Responding to the increasing diversity of the Canadian population -- and to an increasing sensitivity to historical diversities -- the 1982 Constitution Act amended the British North America Act and introduced the Charter of Rights and Freedoms, giving new powers to heterogeneous groups within the Canadian polity. These changes disturbed the equilibrium of an older, federalist Canada whose constitutional concerns were limited to the relative powers of federal and provincial governments and to French-English ethnic/linguistic questions. Cairns underlines the significance of international influences on the development of Canada's constitution, in particular the adoption of the Charter, and examines the constitution's role in shaping Canadians' civic identities and community conceptions. He argues that the constitution is a powerful mobilizing instrument that shapes the people subject to its authority. Canada is now populated by what Cairns calls "Charter Canadians," who see themselves as rights-bearers and tend to look to the federal government as the effective focus of political community. During the Meech Lake affair, the demands of Charter Canadians and politicized aboriginal peoples clashed with Quebec's constitutional aspirations as well as older élite accommodation politics. In addition to the Charter, the 1982 Constitution Act contained a new amending formula that contradicted the Charter's message that the rights of individuals precede those of governments. This formula gave a collective of federal and provincial governments a formal monopoly on constitutional change and encouraged the belief, refuted by the Meech Lake experience, that they could amend the constitution in terms of their own self-interest and announce the results as a fait accompli. The clash between the Charter and the amending formula is constitutionally destabilizing, Cairns argues, because these two parts of the same constitution are based on different understandings of the fundamental purpose of the constitution and for whose benefit it exists. The Meech Lake fiasco, having brought Canada to the brink of disaster, clearly indicates that Canada's future constitutional health depends not only on the reconciliation of Quebec with the rest of Canada but -- respectful of the Charter's message -- on a simultaneous constitutional rapprochement between citizens and governments in the process of constitutional reform.

Available in PDF, EPUB and Kindle. Book excerpt: Richard Handler's pathbreaking study of nationalistic politics in Quebec is a striking and successful example of the new experimental type of ethnography, interdisciplinary in nature and intensively concerned with rhetoric and not only of anthropologists but also of scholars in a wide range of fields, and it is likely to stir sharp controversy. Bringing together methodologies of history, sociology, political science, and philosophy, as well as anthropology, Handler centers on the period 1976-1984, during which the independantiste Parti Québéois was in control of the provincial government and nationalistic sentiment was especially strong. Handler draws on historical and archival research, and on interviews with Quebec and Canadian government officials, as he addresses the central question: Given the similarities between the epistemologies of both anthropology and nationalist ideology, how can one write an ethnography of nationalism that does not simply reproduce--and thereby endorse--nationalistic beliefs? Handler analyzes various responses to the nationalist vision of a threatened existence. He examines cultural tourism, ideology of the Quebec government, legislations concerning historical preservation, language legislation and policies towards immigrants and "cultural minorities." He concludes with a thoughtful meditation on the futility of nationalisms.
