It provides an update on macroeconomic performance and structural reforms during FY96–FY99 (fiscal year ended July 7), when Ethiopia—as Africa’s second most populous country and one of the world’s poorest nations—continued to make strides in transitioning to a market-based economy and alleviating widespread poverty. The paper also highlights the major challenges in the areas of financial sector liberalization, civil service reform, and privatization.

Book excerpt: Master's Thesis from the year 2017 in the subject Economics - Finance, , language: English, abstract: Fiscal policy is one of the macroeconomic policies which play a decisive role on economic growth; especially in developing economies which have many economic and social bottlenecks. This study examines the impacts of fiscal policy shock on Ethiopian economy; through applying static compatible general equilibrium (Stage CGE) model which allows quantifying the impacts of fiscal instrument shock on the economy and welfare of households. Fiscal problems like small tax revenue and consistent fiscal deficit put its own major influences on developing economies performance. The study uses 2009/10 Ethiopian SAM as an input for the model and applies three simulation scenarios. In the first simulation, tariff cut affects GDP and household welfare negatively. In the second simulation increasing direct tax has negative impact on total GDP. The other alternative simulation scenario is reducing direct tax and which give a positive change on the total GDP. In general, the government should reduce direct tax to improve economic performance. In addition, liberalizing tariff is not advisable for Ethiopian economy.

Available in PDF, EPUB and Kindle. Book excerpt: From a war-torn and famine-plagued country at the beginning of the 1990s, Ethiopia is today emerging as one of the fastest-growing economies in Africa. Growth in Ethiopia has surpassed that of every other sub-Saharan country over the past decade and is forecast by the International Monetary Fund to exceed 8 percent over the next two years. The government has set its eyes on transforming the country into a middle-income country by 2025, and into a leading manufacturing hub in Africa. The Oxford Handbook of the Ethiopian Economy studies this country's unique model of development, where the state plays a central role, and where a successful industrialization drive has challenged the long-held erroneous assumption that industrial policy will never work in poor African countries. While much of the volume is focused on post-1991 economic development policy and strategy, the analysis is set against the background of the long history of Ethiopia, and more specifically on the Imperial period that ended in 1974, the socialist development experiment of the Derg regime between 1974 and 1991, and the policies and strategies of the current EPRDF government that assumed power in 1991. Including a range of contributions from both academic and professional standpoints, this volume is a key reference work on the economy of Ethiopia.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is a collection of selected empirical studies on determinants of economic growth and development in Ethiopia. The core argument for editing this book is to provide an up-to-date picture of the state and patterns of growth and development in Ethiopia. Ethiopia has been under focus in the past due to draughts, war, famine, development changes and the effects of global economic crisis in the country. A main contribution of this volume is that it helps identify selected important determinants of growth and development in Ethiopia and provides an estimation of their effects using up-to-date data, modelling and methods. Taken together the studies provide a comprehensive picture of the state of growth and development, their measurements, causal relationships and evaluation of efficient policies and practices in achieving progress in Ethiopia. The issues covered represent major challenges to the government and development organizations who are aiming at achieving higher growth and alleviating poverty in the country. The studies cover transition from rural agriculture to urban industry and the development of services.

Book excerpt: Recent growth accelerations in Africa are characterized by increasing productivity in agriculture, a declining share of the labor force employed in agriculture and declining productivity in modern sectors such as manufacturing. To shed light on this puzzle, we disaggregate firms in the manufacturing sector by size using two newly created panels of manufacturing firms, one for Tanzania covering 2008-2016 and one for Ethiopia covering 1996-2017. Our analysis reveals a dichotomy between larger firms that exhibit superior productivity performance but do not expand employment much, and small firms that absorb employment but do not experience any productivity growth. We suggest the poor employment performance of large firms is related to use of capital-intensive techniques associated with global trends in technology.

Available in PDF, EPUB and Kindle. Book excerpt: Although it still has a low urban population when compared with the rest of the world, Ethiopia nevertheless has been experiencing one of the most rapid urbanization processes of recent years. This rapid urban growth, however, has not been accompanied by a commensurate increase in basic infrastructure and amenities that are essential for a healthy urban environment. Housing, water supply, sanitation services, drainage, transport networks and health services have not been able to keep pace with the prevailing urban growth rates, resulting in a deterioration of urban living conditions and increasingly serious health problems. Living With Urban Environmental Health Risks examines the extent and nature of environmental problems in urban areas in Ethiopia and their impact on health. The book points to the economic and political causes that underlie many of the urban problems in the country. This in-depth analysis suggests ways to deal with these problems at community, municipal, and national levels.

Available in PDF, EPUB and Kindle. Book excerpt: The growing number of states with weak capacity to carry out basic governance functions is leading to unacceptable levels of human suffering. Using Ethiopia as a case study, this book acknowledges the multidimensional nature of state fragility and highlights the non-political factors that drive it. The first part uses institutional theory to explore how weak institutions become a source of state fragility by undermining social cohesion and the broader economic progress of countries. Part two examines the role of entrepreneurship and industrial policy as a means of creating and sustaining economic and political stability, trade policy as a means of increasing incomes and easing tensions, and technology policy as a means of engaging people in entrepreneurship and innovation. The final chapter provides lessons that fragile nations can learn from successful developing countries in Southeast Asia and Latin America. This book will appeal to researchers interested in international business, economic and business policy, international trade, and emerging markets who seek to understand how fragile states can promote sustainable peace and development.

With the crisis exacerbating prepandemic vulnerabilities, country prospects are diverging. Nearly half of emerging market and developing economies and some middle-income countries are now at risk of falling further behind, undoing much of the progress made toward achieving the UN Sustainable Development Goals.

Available in PDF, EPUB and Kindle. Book excerpt: As a low-income country, Ethiopia has made impressive progress in improving health outcomes. This report examines how Ethiopia s Health Extension Program (HEP) has contributed to the country s move toward Univeral Health Coverage (UHC), and to shed light on how other countries may learn from Ethiopia s experiences of HEP when designing their own path to UHC. HEP is one of the government s UHC strategies introduced in a context of limited resources and low coverage of essential health services. The key aspects of the program include the capacity building and mobilization of more than 30, 000 Health Extension Workers (HEWs) targeting more than 12 million model families, and the mobilization of health development army ? to support the community-based health system. Using the HEP-UHC conceptual model and data from Demographic and Health Surveys, the study examines how the HEP has contributed to the country s move toward UHC. During the period that the HEP has been implemented, the country has experienced significant improvements in many dimensions: in terms of socioeconomic, psychological, behavioral, and biological dimensions of the beneficiaries; and in terms of the coverage of health care services. The study finds an accelerated rate of improvements among the rural, less-educated, and the poor population, which is leading to an overall reduction in equity gaps and improvements in the equity indicators including the concentration indices - that suggest a more equitable distribution of resources and health outcomes. The HEP in Ethiopia has demonstrated that an institutionalized community approach is effective in helping a country make progress toward UHC. The elements of success in the HEP include the emphasis on community mobilization which identifies community priorities, engages and empowers community members, and supports their ability to solve local problems. The other aspect of HEP is the emphasis on institutionalization of the activities, which addresses the sustainability of community programs through high level of political commitment, and effective coordination of national policies and leveraging of support from partners. These findings may offer useful lessons for other low income countries facing similar challenges in developing and implementing a sustainable UHC strategy.
