Puis sont analysées, dans une deuxième partie, les conséquences de ces opérations sur l’organisation des institutions et des services. Fonctions et métiers sont mis en exergue. Ils offrent une approche plus fine des enjeux humains et apportent un éclairage sur les recompositions nécessaires des qualifications. Enfin, la formation constitue l’un des leviers essentiels dans la réalisation des projets. Il était donc nécessaire d’en clarifier les différentes modalités possibles pour le développement rural. C’est l’objet de la troisième partie.
