Book excerpt: Despite an increase in manufacturing activity in Latin America and the Caribbean, the growth in value-added generated by exports of manufactures has been disappointing in most cases. In order to harness trade as a driving force of growth not only for the manufacturing sector but also natural resource-based ones and services, Latin America and the Caribbean should adopt more proactive, forward-looking national policies, concurrent with the rapidly changing world marketplace, under a strong alliance between the public and private sectors

Book excerpt: The international response to opportunities and risks arising from globalization has been incomplete and uneven. But a proactive approach by a network of institutions could correct existing asymmetries and build a rights-based international social agenda. Globalization and Development provides a historical overview of economic development in the Latin America and Caribbean region - and proposes an economic and noneconomic agenda that addresses disparity, respects diversity, and fosters complementarity among regional, national, and international institutions. "This book provides a profound analysis of key problems facing the global economic order. Equally important, the agenda put forward provides perceptive food for thought for all who are committed to overcoming the fundamental asymmetries that pervade the world economy today. It recognizes that success in creating a better global order must go beyond the topics that have been at the center of discussion in the past: There must be an adequate supply of global public goods, and we need to incorporate at the global level values that we often take for granted at the national level--a commitment to global democracy, global citizenship, and global social justice."

Book excerpt: This collection is a sober assessment of the state of regional integration in Latin America and the Caribbean. It studies the question from four perspectives: economic, institutional, political, and in relation to the rest of the world. It considers the questions raised by LAC countries' efforts to use 'new' regionalism to address the challenges of globalization and to explore the nature and meaning of open regionalism. This thematic treatment draws on the experience of the different schemes currently in place in the region: NAFTA, CACM, CARICOM, the Andean Community and MERCOSUR. It also examines the nature of globalization, including concerns over the relationship between regionalism and the multilateral system. There is now a broad consensus among LAC countries that regional integration can help them adjust to the new world order, but there is much less agreement on how to achieve it and what reforms are needed to bring it about.

Available in PDF, EPUB and Kindle. Book excerpt: Manufacturing in Latin America and the Caribbean region (LAC) faces severe competitive stresses as it integrates into the global economy. It is not, on the whole, coping well. Though it was the first region in the developing world - in the post-war era - to liberalize on international trade and investment flows and had the most advanced industrial base, it failed to tap fully the opportunities offered. As a result, it has steadily fallen behind the most competitive economies in the developing world, the Tigers of East Asia. What is behind LAC's under-performance? The dominant view in the region puts emphasis on the legacy of import substitution, macroeconomic mismanagement and on a costly business environment. Although important, these factors do not seem to tell the whole story. The heavy emphasis on government failures has led policymakers to overlook key market failures that stand on the way to sustained productivity growth, increasing technological capability and greater competitiveness. This paper can be seen as a first step to redress the balance of the policy debate and focus on benchmarking competitive performance and capabilities in the 1990s in LAC and East Asia, letting the comparisons speak for themselves. While it is known in the region that its recent industrial record has been poor, the dimensions are not well analyzed or understood. This benchmarking exercise, using a simple framework to measure performance and capabilities, should prove instructive to policy analysis.

Available in PDF, EPUB and Kindle. Book excerpt: In the recent economic history of Latin America no country has yet found the means to combine effectively economic growth with equity. Unavoidable Industrial Restructuring in Latin America compares the development path of Latin America with that of the East Asian newly industrialized countries (NICs), the United States, and Europe in the 1970s and 1980s to show the national policies and international cooperation necessary to set Latin American countries on the road to healthy economies. Fernando Fajnzylber argues that technological and industrial progress is the driving force of a positive relationship among dynamism, competitiveness, austerity, and equity. Latin America's failure to master this technological progress underlies its economic difficulties. To overcome the inheritance of past mistakes, the author maintains, Latin America must undergo not only macroeconomic stabilization and a reduction of the debt burden, but also a complete transformation of the production structure. The role of the state and the institutional setup need to be modified and new social and sectoral policies devised. Fajnzylber sees this radical restructuring as an unavoidable step if Latin America is ever to achieve a workable balance between growth and equity.
