Each Member State of the European Community was asked to identify one issue of strategic and critical importance to the vocational training system that would benefit from a focused examination and debate at a national and European level. As a result, a series of conferences was launched in all 12 Member States. Each dealt with a different theme of critical importance for vocational training systems that was likely to benefit from innovative solutions. The discussions focused on the following topics: the learning organization and reinforcement of quality assurance; role of small and medium-sized enterprises (SMEs); identification of individual competencies; a continuum of lifelong learning; involvement of social partners in the strategy for vocational education; and radical change in companies' in-house training. The following conclusions were reached: training was a part of a comprehensive approach to change; the greatest challenge was unemployment; change was posing new challenges for companies; innovation was needed; a new focus on the individual was crucial; employees should have core competencies; SMEs must invest in training; and the concept of partnership between industry and the vocational education and training systems must be applied more broadly. But the economic downturn has accelerated long-term trends of globalisation and digitalisation that demand new skills. Forecasts of a smaller available workforce due to demographic trends are also becoming a reality. Vocational education and training (VET) can help tackle these issues, especially as part of a comprehensive policy approach. For example, without good quality jobs providing opportunities to learn new skills, highly qualified young people entering the labour market will be underused. Promoting equality, inclusion and solidarity requires learning and career pathways to help adults with low levels of education and new migrants to Europe into work; learning must be at the heart of European pillar of social rights. In 2017, Cedefop's expertise continued supporting the European Commission, Member States and social partners, helping develop VET policies addressing these and other issues. For Cedefop, 2017 was successful, but difficult. For some years, the Agency has struggled to reconcile rising demand for its expertise with the cuts in its resources required of it as an agency at 'cruising speed'. Worries of being unable to fulfil its mandates required Cedefop, in 2017, to implement more negative priorities than in previous years and reduce its activities.

Book excerpt: Statistics and indicators already form an essential part of existing initiatives in the field of vocational education and training with a view to monitoring progress both in achieving identified targets and in implementing policy objectives. Indicators do not tell the full story but they help to identify differences, similarities and trends and to provide a starting point for further analysis in order to understand better performance and progress. The availability and quality of statistics in the area of VET have improved the last couple of years. However, as a result of data gathering practises, identifying the most appropriate indicators for monitoring the developments in this field remains a difficult exercise. This publication is based on data provided by Eurostat from joint data collection on education (UOE), Continuing Vocational Training Survey (CVTS) and EU Labour Force Survey (LFS). With reference to the explicit objective of the Copenhagen process of improving the scope, comparability and reliability of statistics on vocational education and training, this publication presents composite indicators on participation in VET which are constructed based on Eurostat data. The indicators can be further used to monitoring the developments in vocational education and training across European countries in a comparable manner. The first section describes the European political context in the field of vocational education and training while the second section looks at the main monitoring issues. Indicators on participation in vocational education and training (both initial and continuing) are presented and analysed in the third section where an index of vocational training is constructed and analysed. The links between vocational training and participation in lifelong learning across European countries are investigated. Financing issues are discussed in the fourth section whereas some outcomes for VET are presented in the fifth section. An overview of the concrete outcomes of the European cooperation in vocational education and training is presented in the annex.

A general conceptual framework is offered for the description of the policy context, quality programs, and case studies. Chapter 3 describes the policy context of initial vocational education at the secondary level within which the quality initiatives of the vocational colleges are taking place. The Danish and the Dutch policy contexts are described separately, followed by a comparison between the countries that highlights similarities and differences in the contexts and programs of quality assurance. Chapter 4 presents 10 case studies describing and discussing the different ways chosen by Dutch or Danish vocational colleges to improve quality. Four case studies emphasize quality activities based on a program of external quality assurance; six place emphasis on fully inhouse quality systems and programs. Chapter 5 provides an evaluation of the implementation of school-based quality concepts in the two countries.
