Book excerpt: The potential of instructional television (ITV) for creating excitement for learning has been demonstrated by such productions as Mr. Rogers' Neighborhood, The Electric Company, and The Adams Chronicles. However, not all producers have been this successful in merging the capabilities of television with the needs of learners, and a review of the strengths and weaknesses of ITV is in order for both producers and those considering using it. Strengths include the capability of hiring the best available teacher, using a professional production staff to plan quality productions, encouraging good quality teaching, extending appeal to a wide audience, bringing immediacy to learning, preview opportunities, improving classroom teacher and student skills, availability of nontraditional resources, attention control, permanence of lessons, and outreach to parents and homebound students. There are, however, several weaknesses, e.g., scheduling difficulties, lack of direct feedback and group discussions, nonindividualized instruction, and high cost of programming. Ideal television teachers communicate with students, think visually, know the subject, display showmanship, and are flexible. To determine the quality of programming, the producer should be asked specific questions concerning program objectives and content, intended audience, educational qualifications of staff, and proof of the program's effectiveness.
