Book excerpt: The annual meeting of the ENQA (European Association for Quality Assurance in Higher Education) IQA (internal quality assurance) Group gathered some 60 participants in the premises of the Accreditation Organisation of the Netherlands and Flanders (NVAO) in The Hague in June 2009. This seminar was a successful follow-up to the first ENQA IQA seminar in Barcelona in 2008 on "Internal quality assurance systems and the ESG." The seminar in The Hague focused on the theme "Internal Quality Assurance--Facing Common Challenges." Staff members of ENQA member agencies discussed the common, tangible challenges they frequently encounter in their daily operations. The seminar drew up a list of the operations that are in paper prescribed as standardised procedures, but in practice often turn out to be issues difficult to outline and therefore to measure and standardise. Some of the approaches adopted in the seminar included revealing some of the key issues in the implementation of procedural improvements; measuring of processes and outcomes of an agency's missions and goals; guaranteeing of efficient and excellent operations and following-up on external feedback. Discussing common challenges among quality assurance agencies is certainly one of the most concrete ways for building a common understanding and thereafter improving the internal quality assurance operations of agencies. ENQA fully supports the open sharing of challenges in order to gain better ways for the full implementation of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) at all levels; in higher education institutions and in quality assurance agencies, both externally and internally. Book excerpt: This report is a product of an European Association for Quality Assurance in Higher Education (ENQA) Workshop "Assessing educational quality: Knowledge production and the role of experts" hosted by the Norwegian Agency for Quality Assurance in Education (NOKUT) in Oslo in February, 2008. The workshop gathered representatives from higher education institutions and agencies to exchange and discuss experiences on the process of external reviews and on the role of the review experts in that process. The workshop and this publication flourished from the "Expert knowledge" project carried out by NOKUT. The project focused on the status and legitimacy of the knowledge acquired through external assessments of higher education, in which the role of external reviewers (experts) as well as the cooperation between experts and quality assurance agencies are crucial. This report consists of articles that were submitted by workshop presenters and participants, upon request from the ENQA Secretariat. Articles by Professor em. Berit Askling from the University of Gothenburg and Professor Kirsten Hofgaard Lycke from the University of Oslo, as well as the article by Gro Hanne Aas and Wenche Froestad from NOKUT reflect on the results from the above-mentioned project. In his article, Professor Peder Haug from the Volda University College investigates the potential of the "expert panel methodology" in evaluations and compares it to "research-based evaluations". The article by Anne Karine Sorskar from NOKUT discusses the results from a questionnaire that was sent to the participating agencies prior to the workshop concerning the agencies' use of experts in external reviews. In his article, Karl Dittrich, the Chairman of the Accreditation Organisation of the Netherlands and Flanders (NVAO), examines the practices in the publication of review reports in different countries also reflecting on the advantages and disadvantages of publishing these reports. Sirpa Moitus and Riitta Pyykko from the Finnish Higher Education Evaluation Council (FINHEEC) contribute to the report by presenting ways of promoting the usefulness and utilisation of evaluations. The workshop, and thus this publication, emphasise the importance of feedback and discussions with stakeholders on the evaluations, and in most cases these evaluations are carried out by expert panels. Book excerpt: In view of the Bologna ministerial conference to be held in April 2012 in Bucharest, ENQA organised a seminar in September 2011 on Quality Assurance of Joint Programmes in collaboration with the Austrian Accreditation Council (OAR). The purpose of this seminar was twofold: first, to analyse the experience already gained in quality assurance of joint programmes as regards specific issues and methodological approaches, and second, to make recommendations to the ministers responsible for higher education in the European Higher Education Area. This report highlights the results of three projects, undertaken since 2004 and presented at the ENQA seminar in Vienna, to illustrate the width of experience that quality assurance agencies have in the quality assurance of joint programmes. The articles clearly show that what remains the major impediment for the agencies is not the conduct of QA of joint programmes in itself, but rather the national regulations for approval of the different joint programmes. Articles included in this report are: (1) A retrospective view of the Transnational European Evaluation Project (TEEP II) and identifying opportunities for the future (Josep Grifoll); (2) Joint Master's programmes--joint evaluations: A Nordic challenge (Kirsi Hiltunen); and (3) Joint programmes and mutual recognition of accreditation decisions (Mark Frederiks). Book excerpt: Learning outcomes are described as written statements of what a learner is expected to know, understand and/or be able to do at the end of a period of learning. At the beginning of the 90s, a EU pilot project on ECTS showed that study programmes were much easier to compare if they were described in terms of outcomes, instead of inputs. The importance of learning outcomes will increase for several reasons. Firstly, learning outcomes make qualifications more transparent for students. Then, the range of graduates is becoming wider and thanks to learning outcomes, employers may have a better understanding of the acquired knowledge, skills and competences in order to recruit the most suitable candidate. Learning outcomes benefit for quality assurance as they increase transparency and comparability between qualification standards. Learning outcomes are also valuable in terms of course design. This report presents four articles based on the ENQA workshop on the theme "Quality Assurance and Learning Outcomes" that was held in September 2010 in Vienna, Austria. The workshop addressed the question of what stakeholders expect from quality assurance agencies in connection with learning outcome orientation. The opportunities and challenges of the learning outcome orientation in the higher education sector were discussed from different perspectives. The workshop tried to define the role that learning outcomes should play in external quality assurance and how they can or should be considered within the scope of external quality assurance. Articles included in this paper are: (1) On quality assurance and learning outcomes: Evaluating students' work within institutions or institutional work with students? Book excerpt: The theme of qualifications frameworks and their relation to quality assurance is gaining urgency in the European scene as more and more countries are completing their national qualifications frameworks and quality assurance agencies need to take important decisions on how to implement them. Some of the key features of the qualifications frameworks are the specification of learning outcomes, processes for assessing learners' attainment of the expected outcomes, their relation to the ECTS, identification of transfer and progression routes, and recognition of prior learning. ENQA wanted to respond to the need of agencies to address the issue by providing a forum for exchange of experience and methods in implementation of qualifications frameworks and for a discussion on what these changes mean for the work of the agencies. The workshop from which this publication is an outcome of took place in Dublin on 9-10 February 2012. The workshop picked up and took forward work that ENQA had done in this area in the past years, and in particular since a workshop in 2007 on qualifications frameworks and workshop in 2010 on learning outcomes. This current publication presents seven articles covering themes such as the state of development of qualifications frameworks, the role of agencies in the self-certification process, and the meaning of qualifications frameworks in external quality assurance. In addition, an article presenting the view of the labour market sector on qualifications frameworks provides depth to the range of views provided. Also recognition of prior learning, assessment of learning outcomes, and qualifications frameworks and learning outcomes in programme oriented quality assurance are addressed by this publication.
