Available in PDF, EPUB and Kindle. Book excerpt: The rise of the welfare state threatens the autonomy and survival of nonprofit voluntary agencies as providers of social services. Or does it? In this cross-national, empirical study of the workings of voluntary agencies, Ralph M. Kramer cuts through the conceptual confusion surrounding voluntarism and the boundaries between the public and private sectors. He draws on a survey of voluntary agencies helping disabled people in four welfare democracies (the United States, England, Israel, and the Netherlands) to explain the virtues and flaws of different patterns of government-voluntary relationships in coping with the growing demand for human services. Kramer concludes that many of the most cherished beliefs about the voluntary sector have little basis in fact. The most innovative agencies, for example, are not the smallest, but rather among the largest, most bureaucratized, and most professionalized. Government funding does not necessarily constrain agency autonomy. And giving voluntary agencies the primary responsibility for social services can reduce, not increase, citizen participation. This comparative analysis of the distinctive competence, vulnerability, and potential of the voluntary agency should replace some of the myths that guide public policy and the day-to-day activities of social service agencies. Book excerpt: Public Child Welfare: A Casebook for Learning and Teaching provides social work students and practicing social workers with 20 real-world cases gathered from four California county child welfare agencies. Readers are exposed to the stories of social workers and families involved in child welfare services. The rich and varied content captures the daily complexities, challenges, and successes that social workers experience in the field. Framed within the context of relevant national and state policy and practices, the cases address a variety of child welfare issues including neglect and abuse, substance abuse, domestic violence, criminal justice involvement, mental health, reunification and adoption, and more. Case-based learning relates to family dynamics, initial risks and harms, finding the right home for the child, court proceedings, and the trajectory of these complex cases over time. Public Child Welfare challenges social work students and practitioners to critically examine documented, real-world cases to inform and strengthen their own practices. The casebook is an ideal resource for social work courses, child welfare seminars, and agency-based training programs. Austin is a professor of nonprofit management at the University of California, Berkeley, and the director of the Mack Center on Nonprofit and Pubic Sector Management in the Human Services. Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth-century, the United States implemented social policies targeting the needs of dependent parents – parents who were no longer able to work but lacked sufficient financial resources to support themselves. These parent dependency policies either encouraged or required family members, particularly adult children, to provide support as an alternative to government benefits. Debates over how best to support aging parents centered on conceptualizations of dependency and the moral obligations family owed their parents. Measures of dependency often inhibited aging Americans' access to benefits they needed, focusing instead on ensuring that they were, in fact, dependent and that other family resources were not available. Susan Stein-Roggenbuck highlights this understudied aspect of the modern US welfare state, highlighting the limited support provided to aging parents and the hardship they and their adult children endured in the efforts to minimize public expenditures.
