Book Synopsis Wind Energy in Colombia by : Walter Vergara
Download or read book Wind Energy in Colombia written by Walter Vergara and published by World Bank Publications. This book was released on 2010-07-30 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The wind regime in Colombia has been rated among the best in South America. However, under the current circumstances, and on its own, the interconnected system would not likely promote wind power. This report is targeted to analysts, planners, operators, generators and decision makers in Colombia and other countries in the region and provides a set of policy options to promote the use of wind power. The potential instruments assessed in this study include financial instruments, government fiscal mechanisms, and adjustments to the regulatory system. The single most effective policy instrument to promote wind power in Colombia consists on valuing the firm energy offered by wind, its potential complementarity to the hydrological regime and enabling wind power an access to reliability payments.
Book Synopsis Inequality in the Developing World by : Carlos Gradín
Download or read book Inequality in the Developing World written by Carlos Gradín and published by Oxford University Press. This book was released on 2021 with total page 373 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inequality has emerged as a key development challenge. It holds implications for economic growth and redistribution and translates into power asymmetries that can endanger human rights, create conflict, and embed social exclusion and chronic poverty. For these reasons, it underpins intense public and academic debates and has become a dominant policy concern within many countries and in all multilateral agencies. It is at the core of the 17 goals of the UN 2030 Agenda for Sustainable Development. This book contributes to this important discussion by presenting assessments of the measurement and analysis of global inequality by leading inequality scholars, aligning these to comprehensive reviews of inequality trends in five of the world's largest developing countries - Brazil, China, India, Mexico, and South Africa.

Available in PDF, EPUB and Kindle. Book excerpt: After a robust recovery from the COVID-19 crisis, Colombia's economic growth is returning to a low potential. Medium-term growth prospects depend on maintaining Colombia's strong macroeconomic framework and enacting reforms to create a business-friendly environment which can attract high levels of investment. Implementing fiscal consolidation and adhering to fiscal rules would prevent rising financing costs and safeguard debt sustainability. Reforms to raise tax revenues and improve spending efficiency are needed to create fiscal space for social and productive investment needs. Enhancing the investment climate requires reducing regulatory uncertainties and tackling corruption. Creating connected transport infrastructure, strengthening subnational government capacities and improving equalisation mechanisms in the fiscal transfer system would foster balanced development across the country. Addressing informality, gender gaps, and improving education quality would boost productivity and reduce social disparities. Investing in climate adaptation, renewable energy, and establishing stable regulatory frameworks are key for a climate-resilient economy and achieving carbon neutrality by 2050. SPECIAL FEATURES: RAISING PRODUCTIVITY; REDUCING LABOUR INFORMALITY; REGIONAL CONVERGENCE
Book Synopsis Colombia by : International Monetary Fund. Fiscal Affairs Dept.
Download or read book Colombia written by International Monetary Fund. Fiscal Affairs Dept. and published by International Monetary Fund. This book was released on 2019-11-18 with total page 59 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper on Colombia focuses on reforming energy pricing. Rising fiscal challenges in Colombia can risk derailing the government from their commitment to meet both its headline deficit target of 2.4 percent in 2019 and its structural deficit target by 2022, under the existing fiscal rule. The government is committed to embark on a reform strategy that aims at safeguarding the fiscal framework. Energy subsidy reform is one element of the government’s strategy to address fiscal pressures. Carefully designed reforms entail a gradual phasing out of subsidies in the case of fuel products and, in the case of electricity, an improvement in the targeting over the medium term. Illustrative simulations presented in this report highlight the fiscal and distributional impacts of different reform options. Simulations show that net fiscal gains could be achieved both for electricity and fuel products, while reducing distortions. The mission identified reform options to reduce energy subsidies while at the same time improve their targeting. The approach differs across sectors.

Book Synopsis Corporatization and the Right to Water in Colombia by : Marcela López
Download or read book Corporatization and the Right to Water in Colombia written by Marcela López and published by Routledge. This book was released on 2022-05-11 with total page 157 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores how conflicts around access to water shape cities, citizenship and infrastructures by tracing how water is commodified and controlled by the Public Enterprises of Medellín (EPM), one of the most successful publicly owned utility companies in the global South. Why are water inequalities dramatically increasing in Medellín, a city that is located in an area of bountiful water resources and owns a successful, established utility company? This book explains this paradoxical situation by weaving together two central threads. The first is a critical historical analysis of the political, economic and ecological conditions that enabled the city’s utility company to grow and expand internationally, and the second is a rich account of the everyday practices and struggles of residents in low-income areas to secure access to water and demand citizenship rights. The EPM is a case of global significance as the company continues to expand its commercial operations in the Latin American services market by taking over the utilities in Panama, El Salvador and Guatemala, Mexico and Chile. Although its successful international expansion has been a source of pride and admiration for many Colombians, the implementation of market-oriented operating principles in all activities of the utility company raises important and complex questions about its public character and responsibility in the provision of basic services, which has much wider implications given how it is poised to be a model for other for-profit municipal service operations in other Latin American countries. This book advances the empirical knowledge of corporatized utilities, with a globally significant case, as well as providing new theoretical insights with which to understand the limits, challenges and opportunities faced by public utility companies to provide affordable and equal access to water in cities. This book will be of great interest to students and scholars of water resource management, corporatization, privatisation and commodification of natural resources, urban studies, citizenship and human rights, environmental sociology and Latin American studies.

Book Synopsis Second-generation Reforms in Infrastructure Services by : Federico Basañes
Download or read book Second-generation Reforms in Infrastructure Services written by Federico Basañes and published by IDB. This book was released on 2002 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Editor's description : "During the past two decades, Latin American countries have made pioneering efforts in reforming infrastructure services. The "first generation of reforms" encompassed widespread privatization, deregulation and restructuring of the provision of energy, water, transport and telecommunications services. Second-Generation Reforms in Infrastructure Services evaluates the current challenges, leading to the consolidation of the initial reforms. This volume deals with post-privatization dispute settlement mechanisms, access arrangements in network industries, and inroads to effective competition in the reformed industries. The authors evaluate a set of contractual adjustments resulting from renegotiations and disputes that have taken place since the beginning of the reform process. In an effort to promote competition in the provision of public services, the authors suggest some practical rules for pricing access in network industries. The book presents a dynamic, global vision of second-generation reforms underway in energy markets around the world. - See more at: https://publications.iadb.org/handle/11319/310#sthash.M23WTIKV.dpuf"

Book Synopsis Energy Law in Colombia by : Daniel Rincón Rubiano
Download or read book Energy Law in Colombia written by Daniel Rincón Rubiano and published by Kluwer Law International B.V.. This book was released on 2024-01-18 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides a systematic approach to legislation and legal practice concerning energy resources and production in Colombia. The book describes the administrative organization, regulatory framework, and relevant case law pertaining to the development, application, and use of such forms of energy as electricity, gas, petroleum, and coal, with attention as needed to the pervasive legal effects of competition law, environmental law, and tax law. A general introduction covers the geography of energy resources, sources and basic principles of energy law, and the relevant governmental institutions. Then follows a detailed description of specific legislation and regulation affecting such factors as documentation, undertakings, facilities, storage, pricing, procurement and sales, transportation, transmission, distribution, and supply of each form of energy. Case law, intergovernmental cooperation agreements, and interactions with environmental, tax, and competition law are explained. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for energy sector policymakers and energy firm counsel handling cases affecting Colombia. It will also be welcomed by researchers and academics for its contribution to the study of a complex field that today stands at the foreground of comparative law.
