Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

Available in PDF, EPUB and Kindle. Book excerpt: The authors of Mississippi Government and Politics go beyond the stereotyped view of the Magnolia State to consider the dramatic social, economic, and political changes taking place there in recent years. Yet the past is inextricably bound up with the present, as Dale Krane and Stephen D. Shaffer make clear in developing their central theme: the ongoing clash in Mississippi between traditionalists intent on preserving the status quo and progressives who have grown up with the civil rights movement. Based in part on public opinion polls measuring the attitudes of Mississippians over a decade, Mississippi Government and Politics presents a vivid social history and analysis of the state's executive, legislative, and judicial branches. Krane and Shaffer have contributed chapters on the culture of Mississippi, the origins and evolution of its ruling class, and efforts to modernize the economy and to bring more blacks and poor whites into the power structure. Krane writes about the struggle over public policy, or "who gets what, " and the highly ambivalent attitude of Mississippians toward the federal government. Shaffer addresses the shifting allegiances of political parties in the state and the role of interest groups in effecting change. The contributors include leading political scientists and public administrators. Tip H. Allen, Jr., looks at the century-old, much-amended constitution, and Douglas G. Feig considers the dominance of the legislature and the winds of change blowing through it. Thomas H. Handy describes the traditionally weak governorship. Diane E. Wall threads her way through the antiquated judicial system. Edward J. Clynch sizes up tax Policy, and Gerald Gabris delves intothe dynamics of local government. The result is the most comprehensive and authoritative book on Mississippi political culture in many years.

Winter (1923–2020) was one of the most recognizable public figures in Mississippi. His political career spanned the 1940s through the early 1980s, from his initial foray into Mississippi politics as James Eastland's driver during his 1942 campaign for the United States Senate, as state legislator, as state tax collector, as state treasurer, and as lieutenant governor. Winter served as governor of the state of Mississippi from 1980 to 1984. A voice of reason and compromise during the tumultuous civil rights battles, Winter represented the earliest embodiment of the white moderate politicians who emerged throughout the “New South.” His leadership played a pivotal role in ushering in the New Mississippi—a society that moved beyond the racial caste system that had defined life in the state for almost a century after emancipation. In many ways, Winter's story over nine decades was also the story of the evolution of Mississippi in the second half of the twentieth century. Winter remained active in public life after retiring from politics following an unsuccessful U.S. Senate campaign against Thad Cochran in 1984. He worked with a variety of organizations to champion issues that were central to his vision of how to advance the interests of his native state and the South as a whole. Improving the economy, upgrading the educational system, and facilitating racial reconciliation were goals he pursued with passion. The first biography of this pivotal figure, William F. Winter and the New Mississippi traces his life and influences from boyhood days in Grenada County, through his service in World War II, and through his long career serving Mississippi.

Available in PDF, EPUB and Kindle. Book excerpt: Joan Malczewski investigates the relationship in postwar America between northern philanthropies and southern states, exploring how education reform did or did not come about and, by extension, how state and local systems developed in response. Highly attuned to foundations limitations in this time, Malczewski focuses on the ways that the state as an actor enabled or inhibited different foundation initiatives. She zeroes in on Mississippi and North Carolina, which had different objectives and thus had distinct relationships with northern foundations. These state responses illuminate the interrelationships among institutions with varying capacities to set agendas, or to effect or resist change."

Book excerpt: This report on the funding of school education constitutes the first in a series of thematic comparative reports bringing together findings from the OECD School Resources Review. School systems have limited financial resources with which to pursue their objectives and the design of school funding policies plays a key role in ensuring that resources are directed to where they can make the most difference. As OECD school systems have become more complex and characterised by multi-level governance, a growing set of actors are increasingly involved in financial decision-making. This requires designing funding allocation models that are aligned to a school system's governance structures, linking budget planning procedures at different levels to shared educational goals and evaluating the use of school funding to hold decision makers accountable and ensure that resources are used effectively and equitably. This report was co-funded by the European Commission. .

It provides perspectives on the issues and discusses less conventional financing techniques used in recently completed projects. This volume also discusses likely conventional financing mechanisms of the future.
