Available in PDF, EPUB and Kindle. Book excerpt: In an era of promises to create smaller, more limited government, Americans often forget that the federal government has amassed an extraordinary record of successes over the past half century. Despite seemingly insurmountable odds, it helped rebuild Europe after World War II, conquered polio and other life-threatening diseases, faced down communism, attacked racial discrimination, reduced poverty among the elderly, and put men on the moon. In Government's Greatest Achievements, Paul C. Light explores the federal government's most successful accomplishments over the previous five decades and anticipates the most significant challenges of the next half century. While some successes have come through major legislation such as the 1965 Medicare Act, or large-scale efforts like the Apollo space program, most have been achieved through collections of smaller, often unheralded statutes. Drawing on survey responses from 230 historians and 220 political scientists at colleges and universities nationwide, Light ranks and summarizes the fifty greatest government achievements from 1944 to 1999. The achievements were ranked based on difficulty, importance, and degree of success. Through a series of twenty vignettes, he paints a vivid picture of the most intense government efforts to improve the quality of life both at home and abroad—from enhancing health care and workplace safety, to expanding home ownership, to improving education, to protecting endangered species, to strengthening the national defense. The book also examines how Americans perceive government's greatest achievements, and reveals what they consider to be its most significant failures. America is now calling on the government to resolve another complex, difficult problem: the defeat of terrorism. Light concludes by discussing this enormous task, as well as government's other greatest priorities for the next fifty years.

Available in PDF, EPUB and Kindle. Book excerpt: Public Expenditures, Growth, and Poverty assesses the efficacy of poverty reduction programs in Latin America, Africa, and Asia by synthesizing studies conducted by the International Food Policy Research Institute over the past ten years. Overall, the studies find that investments in agricultural research, infrastructure, and human capital are beneficial in the long term, while food aid and poverty reduction programs have little utility beyond immediately abating hunger and generating short-run income effects. The book develops a conceptual framework for analyzing public expenditures and their short- and long-run impact on poverty through various channels. It surveys spending trends and analyzes the effect of growing public investment on urban and rural poverty through case studies of India, China, Thailand, and Uganda. And it highlights the advantages of directing spending toward public works programs that engage impoverished peoples rather than using the limited aid money on food subsidies and other passive donations. Featuring discussions about the roles of various social safety net programs and a chapter devoted solely to the vexing poverty in sub-Saharan Africa, Public Expenditures, Growth, and Poverty will aid policy makers and encourage further, more analytic study of worldwide poverty reduction programs.

Book excerpt: Whereas there is plenty of work looking at macroeconomic effect of public spending on growth and poverty in Africa as well as studies of the impact of spending or investment in one economic sector on outcomes in that sector or on broader welfare measures, this book fills a much needed gap in the research looking how the composition of public spending affects key development outcomes in the region. The book brings together recent analysis on the trends in, and returns to, public spending for agricultural growth and rural development in Africa. Case studies of selected African countries provide insights on the contributions of different types of public expenditures for poverty, growth and welfare outcomes, as well as insights into the constraints in gaining development mileage from investments in the agricultural sector.

Available in PDF, EPUB and Kindle. Book excerpt: Have the lives of the world's poorest, neediest people improved over the past few decades? What policies have lifted some people out of the worst forms of poverty, and what conditions keep others mired within it? The Poorest and Hungry: Assessment, Analyses, and Actions answers such questions, bringing together studies of both what causes and what reduces severe poverty from a diverse group of development specialists. The book focuses on the poorest and hungry in society and identifies areas for action. Stable economic growth; targeted social programs and insurance that invest in and protect nutrition, health, and education; and political and social inclusion of previously marginalized groups emerge as the essential requirements for poverty reduction, and this book's contributors identify strategies for promoting all three. The Poorest and Hungry is an important resource for policymakers, development specialists, and others concerned with helping the world's poorest people.

A steering committee of prominent Americans, co-chaired by SEMATECH Chairman William Spencer and former Pennsylvania Governor and U.S. Attorney General Dick Thornburgh, developed consensus recommendations from the forum input. Harnessing Science and Technology for America's Economic Future puts forward long-term goals for the nation and associated action items. It includes background papers and talks from the forum, covers the economics of science and technology-based growth, industry trends, the role of government, education, research universities, and the international context.

Available in PDF, EPUB and Kindle. Book excerpt: While the design of adjustment policies in the latter part of the 1980s has generally shown greater attention to their impact on growth and social implications, this book argues that several orthodox adjustment policies are still incongruent with long-term development in Africa. It goes on to discuss a development strategy which could lead to a much awaited economic recovery and improvement in social conditions in Africa in the 1990s drawing its conclusions from a general theoretical discussion and national case-studies.

Available in PDF, EPUB and Kindle. Book excerpt: Controlling inflation is among the most important objectives of economic policy. By maintaining price stability, policy makers are able to reduce uncertainty, improve price-monitoring mechanisms, and facilitate more efficient planning and allocation of resources, thereby raising productivity. This volume focuses on understanding the causes of the Great Inflation of the 1970s and ’80s, which saw rising inflation in many nations, and which propelled interest rates across the developing world into the double digits. In the decades since, the immediate cause of the period’s rise in inflation has been the subject of considerable debate. Among the areas of contention are the role of monetary policy in driving inflation and the implications this had both for policy design and for evaluating the performance of those who set the policy. Here, contributors map monetary policy from the 1960s to the present, shedding light on the ways in which the lessons of the Great Inflation were absorbed and applied to today’s global and increasingly complex economic environment.
